About The Position

The Maryland Department of Labor, (MD Labor), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Ombudsman UI Professional VI (Internal Only). This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement . The Ombudsman provides support and researches cases when contacted by an unemployment insurance benefits claimant, ensuring agency compliance with (1) Section 8-109(a)(8) and, (2) whether the Division of Unemployment Insurance is meeting goals for Non-Monetary Determination performance, promptness, and validation standards set by the U.S. Department of Labor (US DOL). Meeting these standards makes certain the Unemployment Insurance (UI) program is fu nde d.

Requirements

  • Nine years of experience, five years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work (One year of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures) and an additional four years of experience in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work (One year of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures) for the required experience.
  • Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.
  • 3 years' experience adjudicating unemployment claims.

  • Experience with UI Ombudsman claims, including analysis of the quality and timeliness of determinations.

Responsibilities

  • Monitor the UI Ombudsman form and email account.
  • Utilize methodology (i.e., intensive research of claimant, employer responsibilities and accountability to determine fault and accuracy; make timely and quality determinations), to review and analyze the claims presented to the UI Ombudsman, focusing on the five (5) eligibility criteria: (1) separated for no fault of their own, (2) able and available, (3) monetarily eligible, (4) registered for work and (5) actively seeking work.
  • Work with claims center staff and BEACON Support when necessary to resolve issues on claims sent to the UI Ombudsman.
  • Track progress of UI Ombudsman claims, including analysis of the quality and timeliness of determinations.
  • Stay updated on best practices and procedures for the customer experience by completing necessary IT modules and programs (e.g., BEACON , MWE, REX, Mobile apps) in order to inform claims center staff.
