About The Position

Manage the 24-7 maintenance activities of the two mountain tunnels in the SWRO. Responsible for overall supervision of maintenance employees. Identify and resolve maintenance problems in both tunnels and procure maintenance materials. Responsible for the preventive maintenance program for both tunnels. Initiate and track corrective maintenance repairs. Manage the full life-cycle of 24-7 maintenance or operations activities of the specific tunnels as assigned. How you will contribute: Budgets, Procurement, and Database Support: Develop and manage Maintenance or Operations budget for tunnels. Ensure requisitions and PCard purchases are in accordance with procurement guidelines and submitted with all required documentation. Advise Tunnels Manager when budget issues arise. Communication and Training: Develop reports on operations or maintenance activities, budgets and backlogs at the tunnels for the Tunnels Manager. Update Tunnels Manager on matters affecting operations, equipment or facility maintenance. Develop and implement a training plan for operations, contracts, and/or tunnels maintenance personnel, identifying specialty training required to best maintain operations, equipment and systems. Track refresher training needed to ensure annual training requirements are met. Audit the continuing ERT training of employees or contractors to ensure qualifications are met and maintained. Advise Tunnels Manager about employee or contractor readiness on a monthly basis. Data and Records: Maintain equipment and maintenance databases so information can be converted to a future Computerized Maintenance Management System (CMMS). Conduct physical inventory of tools and spare parts and maintain automated inventory records. Maintenance of Multiple Tunnels Facilities: Lead and manage the planning, development and implementation of preventive and corrective maintenance on equipment, systems and facilities. Review material condition of facilities and equipment, communicate with operations staff and initiate repairs. Perform control room communications and direct emergency response. Make appropriate and timely decisions to expedite work processes based on feedback. Interact with contractors, vendors, operations and other staff to accomplish goals. Provide oversight for contractors involved in tunnels repair or maintenance projects. Demonstrate safety and support safety initiatives. Tunnels Program Management: Lead the assigned program, Maintenance or Operations, as designated at the position level. This includes the full scope of program management to include day to day operations or maintenance as well as long-term planning and addressing emergency situations through the use of staff and/or contractors.

Requirements

  • Ability to audit ongoing contractor efforts.
  • Ability to communicate effectively orally and in writing with internal and external customers to include responding clearly and efficiently in emergency situations.
  • Ability to develop statistical and narrative reports.
  • Ability to develop, track, and monitor budgets.
  • Ability to maintain databases and produce reports for management.
  • Ability to obtain confined space, first aid and CPR certifications.
  • Ability to plan, instruct, supervise and interpret Virginia State Code to implement policies and procedures.
  • Ability to prioritize multiple assignments and meet deadlines.
  • Ability to prioritize multiple assignments, meet deadlines, and respond effectively to emergency situations.
  • Ability to purchase materials and services following established procurement regulations and guidelines.
  • Ability to supervise a maintenance group and multiple maintenance contractors to provide equipment maintenance and repair support to a 24-7 operations group at tunnel locations.
  • Considerable knowledge of facility, electrical, mechanical and physical plant operations procedures, policies, practices and equipment.
  • Knowledge of administrative and supervisory principles and practices as applied to diverse workforces.
  • Knowledge of equipment and facility preventive and corrective maintenance methods.
  • Knowledge of management and administrative principles and practices for public service operations and diverse work forces.
  • Knowledge of the training, skills, and equipment maintenance required by the contractor to continue ERT in a safe and efficient manner.
  • Skill in the selection and operation of testing instruments to support maintenance evolutions.
  • Skill in the use of computers and software applications to include MS Office and database applications.
  • Ability to communicate effectively orally and in writing with diverse audiences.
  • Experience applying incident management principles, practices and responding to emergency situations.
  • Experience developing and managing large-scale programs in 24-7 operations.
  • Experience establishing maintenance priorities and managing preventive maintenance schedules and repairs.
  • Experience supervising staff, programs and budgets.
  • Skill in the use of computers, software applications to include MS Office and database applications.
  • Valid driver's license.

Nice To Haves

  • A combination of training, experience, or education in Engineering. Management or related field desired.
  • Experience in shift scheduling and maintenance of a tunnel or other multi-faceted 24-7 operation. Experience in supervision of tunnels or managerial experience in a large 24-7 industrial facility or organization.
  • Experience planning general facility operations and maintenance, and electrical or mechanical and physical plant maintenance.
  • Experience using Computerized Maintenance Management Systems (CMMS).
  • Experience with management or maintenance operations within a tunnels environment.
  • Prefer experience using CMMS, and equipment, tool and spare part databases.
