About The Position

Responsible for managing the maintenance and small construction activities for all water, reuse delivery, and wastewater collection systems within JEA's service territory to ensure continuity and reliability of service for water and sewer customers. This position oversees the planning, coordination, design, installation, and execution of maintenance and construction projects, and coordinates with various internal departments and external parties to support safe, compliant, and efficient operations. Responsible for all phases of maintenance and construction projects, including planning, coordination, execution, equipment repair, and rehabilitation for JEA water, reuse, and wastewater systems. Participates in the development, management, and administration of O&M and capital budgets for the assigned area, monitors expenditures to ensure financial controls and budgetary limits are maintained. Coordinates with Customer Response, project management, and external contractors regarding water and sewer outages. Participates in new development plan reviews, meetings and provides new customer service installation special estimates upon request. Responsible for new water and sewer service installations Responsible for all phases of repair for water, reuse, and wastewater infrastructure, including work performed at depths of 20 feet or greater. Plans, organizes, assigns, trains, coaches, directs, and evaluates the performance of assigned staff engaged in maintenance and construction activities; establishes performance requirements and development objectives aligned with the JEA Scorecard and Strategic Initiatives, monitors performance, and provides direction for improvement and development. Participates in the development of team goals and objectives; develops tactical plans to achieve success; manages the tracking of progress and execution of assigned initiatives. Provides ongoing coordination and collaboration with the City of Jacksonville's Septic Tank Phase-Out Program. Ensures compliance with applicable local, state, and federal legal and regulatory requirements by staying informed of existing and emerging legislation affecting assigned functional areas. Provides leadership and example in meeting JEA ’s safety and wellness goals. Inspects and manages work performed by employees and contractors to ensure compliance with established policies, procedures, standards, and safety requirements. Consults with engineers, installers, and property owners regarding installation, maintenance, and repair issues related to water, reuse, and wastewater lines. Manages the effective use and administration of contractual services. Participates in the development and implementation of operating procedures related to the maintenance and rehabilitation of water, reuse delivery, and wastewater collection grids. Maintains accurate records of maintenance and construction activities to support planning and scheduling of work. Prepares reports including, but not limited to, weekly situational reports, monthly dashboard updates, outage reports, and sewer response reports. Coordinates with Fleet Services and peer managers to ensure adequate availability of fleet equipment. Investigates and responds to customer complaints related to assigned operations. Participates in the development of community outreach communications related to assigned operational activities. Applies project management principles to plan, coordinate, and oversee assigned initiatives and operational improvements. Participates in JEA ’s strategic planning processes as related to water, reuse, and wastewater maintenance and construction operations. Perform other job-related duties as assigned.

Requirements

  • Bachelor's degree in business, engineering, or related field.
  • Five (5) years of experience in operations, maintenance, or engineering processes of a water or wastewater utility.
  • Experience must include progressive management or supervisor responsibilities.
  • An equivalent combination of education, experience and/or training.
  • A valid driver's license is required prior to appointment and must be maintained during employment.

Nice To Haves

  • FDEP Level 3Water Distribution System Operator, Professional Engineer or Florida Underground Utilities Contractor, or other related water/wastewater license, is strongly preferred.
