About The Position

About MassDOT's Tunnels Section MassDOT owns and is responsible for the maintenance and inspection of an extensive and complex system of tunnels and their support structures, such as vent buildings, that were built primarily by the Central Artery Big Dig project. To oversee these efforts MassDOT has created a Tunnels Section, within its 10 Park Plaza Headquarters, which is responsible for ensuring that the tunnels are inspected in compliance with the federal National Tunnel Inspection Standards, developing a capital preservation for the tunnels, and reviewing Air Rights development projects that can create additional tunnels or extend existing ones. This position has a high degree of remote flexibility once established in the role. The selected candidate will be expected to follow a hybrid work model that consists of both in-office and work from home days, as needed. Position Summary The Tunnels Inspection Engineer will administer the Section's inspection program for MassDOT tunnels incompliance with the requirements of the federal National Tunnel Inspection Standards. He/she will report directly to the Director of Tunnels and be responsible for managing all aspects of ongoing and future MassDOT Tunnel inspections.

Requirements

  • Applicants must have at least (2) years of tunnel or bridge inspection experience, and possess the minimum qualifications to be in charge of a tunnel inspection team as specified in 23 CFR Part 650 Subpart E by having one of the following required combinations of training and experience: Possession of a Professional Engineering registration and have six months of tunnel or bridge inspection experience and be a nationally certified tunnel inspector
  • Have 5 years of tunnel or bridge inspection experience and be a nationally certified tunnel inspector
  • A bachelor’s degree in engineering, successfully passed the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering Examination, 2 years of tunnel or bridge inspection experience and be a nationally certified tunnel inspector
  • An associate’s degree in engineering, 4 years of tunnel or bridge inspection experience and be a nationally certified tunnel inspector
  • Applicants must have at least (A) nine (9) years of full-time or equivalent part-time, experience in civil engineering work in such areas as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least seven (7) years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity.

Responsibilities

  • Supervise the operations of the MassDOT Tunnels Inspection Department, under the guidance of the MassDOT Director of Tunnels (or Designee).
  • Manage MassDOT Tunnel Inspections in accordance with the federal National Tunnel Inspection Standards and MassDOT Tunnel Inspection Handbook.
  • Maintain the MassDOT Tunnel Inspection Handbook and conduct yearly updates.
  • Manage consultant inspection teams including initial scoping of assignments, conducting kick-off meetings, regular update meetings, and close out of assignment and review of final deliverables.
  • Initiate All-Item, Special Member, Overhead, Emergency, and On-Demand tunnel inspections.
  • Ensure that the tunnels are inspected in compliance with federal National Tunnel Inspection Standards (NTIS), MassDOT tunnel inspection policies, procedures, and guidelines.
  • Ensure that tunnels are inspected within frequency, that the QC/QA program is followed, the tunnel inspection database is complete and updates, and provide necessary reports to superiors and FHWA.
  • Manage consultant contracts for tunnel inspections including making assignments and monitoring the performance of the consultants in executing these assignments.
  • Approve progress payments to consultants.
  • Maintain electronic organization of submittals and other inspection related materials.
  • Obtain and review available plans, inspection records, ratings reports, and maintenance records pertinent to tunnel inspections.
  • Schedule assigned structures in coordination with the District 6 Tunnel Inspection Engineer.
