About The Position

Transportation Specialist I: Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Transportation Specialist II: Provides technical expertise and coordination for transportation programs involving multiple design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the Transportation Specialist III: Provides technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. supervisor. Transportation Specialist IV: Provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Requirements

  • Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
  • Transportation Specialist I: 2 YEARS Transportation design, construction, traffic operations, maintenance, and bridge inspection experience. (Experience can be satisfied by full-time or prorated part-time equivalent).
  • Transportation Specialist II: 4 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection (Experience can be satisfied by full-time or prorated part-time equivalent)
  • Transportation Specialist III: 5 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection (Experience can be satisfied by full-time or prorated part-time equivalent)
  • Transportation Specialist IV: 5 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection (Experience can be satisfied by full-time or prorated part-time equivalent)
  • Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.

Responsibilities

  • Coordinates design work among TxDOT entities, consultants and contractors.
  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problems.
  • Reviews environmental documents.
  • Performs other job responsibilities as assigned.
  • Evaluates and analyzes design issues.
  • Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
  • Develops site layouts utilizing engineering workstations and software.
  • Inspects roadways and evaluates road conditions.
  • Assists in overseeing design work among TxDOT entities, consultants and contractors.
  • Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Assists in prioritizing and scheduling projects.
  • Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment.
  • Provides advanced technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports.
  • Provides technical assistance in resolving construction problems related to contract administration.
  • May serve as a lead worker and the related tasks.
