About The Position

The Transportation Manager position, under the direction of the Transportation Division Director will be responsible for ongoing implementation of several federally funded grants. The incumbent will also be responsible for overseeing the Fleet Department and assisting with all BIA and Federal Transportation Planning elements. The Incumbent’s primary responsibility to the Tribe’s Transportation Program is adherence to the administration and compliance regulations for the 5311(c) Tribal set-aside funding from the Federal Transit Administration and Washington State Department of Transportation funding, as well as all other future transit funding source compliance regulations. In addition, the incumbent will be responsible for all Fleet Funding allocations and Transportation Planning funding set asides.

Requirements

  • Minimum a two years of college, can be substituted for 5 years work experience.
  • Minimum of 5 years grant management, 2 years in transportation grants (documentation required to fulfill obligations)
  • Knowledge of principles and practices of project/program administration and financial management
  • Ability to create, read and amend budgets
  • Ability to present transit plans and data
  • Ability to conduct research and fact-finding, and to communicate such information to others
  • Ability to establish and maintain effective relationships tribal staff and officials, outside agency personnel, and the general public
  • Ability to write with clarity and conciseness
  • Ability to be self-motivated and to work effectively as a team member
  • Ability to use computers to word process, and to collect/manage data, including MS Office Suite
  • Ability to speak with skill and tact in public and in community meetings
  • Ability to follow directions and to observe Tribal process protocols
  • Must have extensive knowledge of the Muckleshoot Indian Tribe
  • Must have the ability to keep accurate reports and correspondence
  • Must have the ability to write/ maintain routine reports and correspondence in compliance with FTA and WSDOT.
  • Must have a valid State of Washington Driver’s License.
  • Must be able to be insured by the Muckleshoot Tribe Vehicle insurance program.
  • Must have a current CPR/First Aid certificate or willing to obtain certification immediately upon hire
  • Must be able to pass random DOT drug testing requirements
  • Knowledge of: transportation industry, Safe driving practices and techniques.
  • Positive methods to maintain control of student behavior.

Responsibilities

  • Establish and maintain policies and compliance with technical, financial, and administrative requirements of the FTA and WSDOT funding sources.
  • Will be responsible for assisting in the preparation of all grant applications, and submitting requested documents to the Tribal Transportation Planning Director for final submission.
  • Will ensure that all required reports are appropriately prepared and submitted on time to the Tribal Transportation Planning Director.
  • Provides required oversight and management of all vehicle incidents, including documentation and drug and alcohol policy adherence.
  • Supervises and coordinates the work scheduling of full-time, part-time and on-call staff members.
  • Reviews and approves mileage, usage, transportation, vehicle, and other related reports and records for the FTA and WSDOT funding streams.
  • Develops and oversees all RFP applications, to ensure adherence to State and Federal procurement compliance regulations.
  • Maintains working relationship with other local agencies in order to avoid duplication of services.
  • Analyzes customer needs and makes recommendations for developing, implementing, improving, and expanding transportation services, programs, and policies.
  • Assists in developing short and long-term goals for transportation planning.
  • Audits vehicle maintenance histories to ensure compliance with safety standards and internal policies.
  • Ensures that the preventative maintenance is completed on all transit vehicles in accordance with FTA and WSDOT compliance requirements.
  • Prepares, submits and reviews all transit related budgets to ensure program compliance, including the preparation and administration of section budgets.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Develops and reviews service yearly passenger service reviews to ensure that all services provided are consistent with community needs and expectations.
  • Develops presentations made to Tribal members, local jurisdictions, Tribal government, and other agencies.
  • Assists with all BIA Project Management duties.
  • Sits in on all required meetings as requested by the Transportation Director.
  • Attends all conferences and workshops regarding current Transportation Legislation.
  • Ensures all transportation department employees are completing tasks as assigned.
  • Completes bi-weekly staff reports for the Transportation Director.
  • Ensures all data gathering and key metric documents are filed and completed by the specified date.
  • Works with other departments to ensure that WSDOT and FTA program requirements are in compliance.
  • Demonstrates active participation in the Puget Sound Regional Council and other transportation boards/groups as assigned.
  • Other technical transportation management duties as assigned.
