About The Position

Transportation Analyst Associate, Transit Planning Under direct supervision, assists with the development, planning, implementation, and analysis of transit services, studies, and facilities serving Orange County. This role supports data-driven planning efforts that enhance transit operations and customer experience. This is a non-exempt position in salary grade 185: Min – $38.71 | Mid – $46.24 | Max – $53.76/hour. The starting salary will be within this range based on qualifications. Transportation Analyst, Transit Service Planning Under general direction, leads the development, planning, implementation, and analysis of transit services, studies, and facilities serving Orange County. This role manages complex planning efforts, oversees consultants, and represents the agency in public and professional settings. This is an exempt position in salary grade 195: Annual Salary: Min – $88,753.60 | Mid –$106,038.40| Max – $123,302.40. The starting salary will be within this range based on qualifications. Requirements

  • Bachelor’s degree in planning, economics, public or business administration, geography, social ecology, or a related field
  • Related professional experience preferred
  • Strong analytical, research, and problem-solving skills
  • Ability to communicate effectively and work collaboratively
  • Demonstrated integrity, learning agility, and technical competence
  • Bachelor’s degree in planning, engineering, public administration, or related field
  • Minimum of three years of professional transportation planning experience
  • Strong analytical, project management, and problem-solving skills
  • Experience overseeing consultants and managing complex projects
  • Excellent written, verbal, and presentation skills
  • Demonstrated integrity, technical expertise, and collaborative approach

Responsibilities

  • Support short- and long-range transit plans, area studies, and performance metrics
  • Assist with transit project studies, work plans, scopes of work, and grant applications
  • Prepare reports for state and federal transit funding programs
  • Conduct field work and gather data from operators, customers, agencies, and stakeholders
  • Respond to customer comments regarding service changes and new service requests
  • Perform research, data collection, and technical analysis to support transit programs
  • Review reports, environmental documents, and technical analyses
  • Collaborate with staff, consultants, advisory groups, and public agencies
  • Prepare reports, attend meetings, and present to internal teams and small public groups
  • Develop, implement, and analyze short- and long-range transit plans and studies
  • Lead transit project studies and reports for state and federal funding programs
  • Develop work plans and scopes of work for transit projects and grants
  • Analyze transportation data, forecasts, funding, and service performance
  • Identify transit needs and recommend solutions and improvements
  • Manage complex transit projects and oversee consultants and contracts
  • Prepare and present Board reports, presentations, and technical materials
  • Represent OCTA and respond to inquiries from public, private, and professional groups
  • Coordinate transit planning activities across departments and external agencies
