The Transit Superintendent oversees the contracted operations of the Ozaukee County Shared Ride Taxi (SRT) and any other transit related services, and works with local Community groups as Users of the Shared Ride Taxi system. Essential Functions and Responsibilities The following duties are primarily performed and are essential for this position. Other duties may be required and assigned. 20% Contract and Department Management: Ensures contracted providers are compliant with county, federal, and state procedures and regulations. Reviews reports and metrics. Reviews expenses. Resolves conflicts. Develops and implements transit policies and procedures. Manages Agency accounts and Riders, including the 15% Agency Account Management: Manages Agency accounts and Clients, including the coordination of account set-up, funding of Rider accounts, and invoicing or crediting to Agency accounts. Provides updates to Agencies with low balance notifications or funding requests from Riders. 15% Budget Management: Creates annual department budget and presents to oversight committees. Approves invoices for payment. Follows up on invoice disputes. Tracks departmental expenses and revenues. Processes payments. 10% Grant Management: Creates reports to the Federal Transit Administration (FTA) and to WisDOT performance metrics. Plans and applies for grant applications for operations and capital projects. Reviews all grant related expenses. Responds to audits and periodic reviews. Creates and manages internal databases to track grant data. 10% Project Management: Implements transit related projects identified in Ozaukee County’s strategic planning document. Leads transit related projects; assembles workgroups to accomplish goals. Establishes and maintains effective working relationships with partner agencies, social service organizations, educational institutions, and employers participating in fare assistance programs for riders. 10% Procurement: Manages all procurement activities for Transit Services, from draft to contract award to product/service delivery and payment. Ensures procurements are compliant with all federal and state regulations. 10% Marketing: Creates marketing campaigns for county transit services. Creates marketing materials for print and digital. Contracts out work as necessary. Works directly with external media outlets to place ads and print materials. Updates websites and social media accounts. 5% Transit Planning: Assesses effectiveness of transit services. Works with SEWRPC to develop transit services that align with local and regional transit goals. Proposes solutions to committees. 5% Vehicle & Building Maintenance/Inventory: Oversees vehicle maintenance performance of Highway Department. Oversees taxi contractor vehicle incidents & accidents to ensure resolution & repair. Oversees transit building preventive maintenance schedule. Maintains inventory of vehicles and other transit related equipment.
