About The Position

Develop and present training materials for the Assistance Payments Division and perform as an ongoing expert information resource to Eligibility Technicians regarding program rules, internal processes, and associated computer software, specifically the Colorado Benefits Management System (CBMS), for public and medical assistance programs including SNAP, Medicaid programs, Adult Financial and Colorado Works. All relevant information will be presented in an adult learning environment, to include formal training presentations and facilitation, one on one coaching, curriculum development or assisting with identifying outside training opportunities that may benefit an employee or employees. Schedule management and the ability to shift priorities Primary office is located in Greeley but includes occasional travel to Fort Lupton. Reliable, predictable attendance within department business hours of 8 a.m. to 5 p.m. Monday through Friday. This position is mainly in-person and is not eligible for consistent telework arrangements while in the classroom setting.

Requirements

  • High School Diploma/GED and 2 years full-time business or clerical experience in an office environment which includes extensive customer service, telephone use and computer experience that includes data entry and Windows based navigation.
  • OR Associate's Degree
  • 2 years of current experience in determining eligibility for public assistance programs including SNAP, and Cash and Medical programs in the Colorado Benefits Management System.
  • OR 2 years of current training or teaching experience including material development, utilizing a variety of training platforms, may substitute for experience determining eligibility in CBMS.
  • Candidate must possess ability to keyboard at 35 words per minute.
  • Candidate must possess accurate 10 key ability.
  • Candidate must possess ability to use multiple data bases and computer programs.
  • Candidate must provide own transportation and be willing to travel throughout Weld County.
  • Candidate must possess the ability to enter data into several different computer programs.
  • Candidate must possess the ability to learn and apply new computer skills on a regular basis.
  • Candidate must possess the knowledge of computer programs such as Microsoft Windows and Word, Excel and Outlook.
  • Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.
  • Candidate must possess the ability to write correspondence.
  • Candidate must possess the ability to effectively communicate in one-on-one and small group situations to customers, clients and other employees of the organization.
  • Candidate must possess the ability to apply math concepts and calculations in the work environment.
  • Candidate must possess the ability to apply common sense to problem solve in a work environment.
  • Candidate must possess the ability to adapt to fast paced, high volume and ever-changing work environment and be able to handle high stress situations.
  • Candidate must pass criminal background check prior to employment start date. (Required)

  • Driving is essential in this position. Candidate must have a valid Driver’s License and Liability Insurance (Upon Hire Required)
  • Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring throughout employment.
  • Candidate must provide own transportation and be willing to travel as needed to meet the essential functions of the position. (Required)
  • Pre-employment substance screening is required for this position.
  • This position is subject to a pre-employment drug screening.
  • Employment is contingent upon successfully passing the screening in accordance with Weld County policy.

Responsibilities

  • Conduct trainings for Eligibility Technicians in the Assistance Payments division and assist training needs for eligibility related requests from outside divisions.
  • Utilize and create supplemental learning materials such as desk aides, web-based trainings, or community resource information to support the learning process utilizing the State approval process.
  • Provide learners with over-the-shoulder support and monitor learning through case review activities.
  • Track training activities and provide timely and accurate progress reports to learners and their respective supervisors.
  • Ensure training environment is conducive to learning by preparing environment for training including setting up audio-visual equipment, removing unneeded materials from the classroom, and setting up materials and aids for use during the training program.
  • Remove all materials and equipment after training has concluded, ensure the facility is left in proper order.
  • Maintain working knowledge of all current public assistance programs, including current program policies and procedures, to perform as a resource expert to Eligibility Technicians with varying degrees of experience.
  • Provide trainings on changes or updates, and clarifications regarding the application of policy and procedure to specific cases.
  • Utilize cross-training opportunities to gain and maintain current working knowledge of all public assistance programs.
  • Obtain trainer certification through the State Staff Development Center for delegated programs and maintain certification by adhering to State requirements.
  • Effectively and accurately conduct case reviews for learners in accordance with timeliness requirements, and correctly rescind cases.
  • Use results from case reviews, requests from staff, and recommended State sponsored training to recommend training topics and formats.
  • Contribute to the development of the established training program and determine employee training needs by analyzing case review data to identify trends in errors to inform ongoing training needs for Eligibility Technicians.
  • Work with Eligibility Technicians to identify areas of concern or expressed need for additional training and uses this information to add or strengthen training materials in those specific areas.
  • Utilize available methods for assessing training effectiveness and develops additional evaluation tools as needed.
  • Adjust teaching methods, delivery and aides, in accordance with effectiveness measure results.
  • Participate in statewide meetings and webinars as it relates to eligibility programs, statewide computer system issues, and pre-and post builds.
  • Communicate to the appropriate staff, the outcomes of these meetings and webinars.
  • Participate in statewide computer system testing of new system builds before final rollout statewide.
  • Manage statewide computer system reports, as assigned by Training Supervisor.
  • Complete all required logs or upkeep of information, as assigned by Training Supervisor.
  • Research policies, procedures, desk aides, and any other state/local documents, rules and regulations, to maintain expertise and provide relevant and current guidance to eligibility staff and management.
  • Create and update desk aides, as needed, based on policy and procedure changes and feedback from staff.
  • Provide exceptional customer service to all internal and external customers.
  • Maintain a high level of professional communication and presentation during all interactions with learners, supervisors, and other department staff.
  • Follow policies and procedures, the Weld County Code of Conduct, and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.
