About The Position

The Arizona Department of Agriculture is seeking a dedicated and experienced Training Officer to join the Office of Weights and Measures. This position is a critical resource responsible for ensuring the proficiency and consistency of our compliance staff. The Training Officer designs, develops, and delivers comprehensive training programs for Investigators and Compliance Officers. Serving as a key partner to management under the direction of the Program Administrator, this role also creates and maintains official Standards of Work (SOW) and inspection procedures. The Office’s primary mission is to promote the integrity and fairness of Arizona commerce involving weighing or measuring for commercial purposes, by regulating and supporting businesses in a manner that protects the interests of both the consumer and the business. The Office carries out this mission by maintaining the State standards of weight and measure, licensing commercial devices, and conducting a wide variety of inspection programs to ensure equity in the marketplace.

Requirements

  • KNOWLEDGE OF: ● Adult learning principles and modern training methodologies. ● Federal, state, and local laws and regulations governing weights and measures, including NIST Handbooks. ● Technical inspection and investigation techniques for commercial devices, packaged goods, and motor fuel quality. ● Legal processes related to administrative hearings and enforcement.
  • SKILLS IN: ● Public speaking, group facilitation, and delivering technical instruction. ● Writing clear, concise, and accurate technical documents like procedures and manuals. ● Interpreting complex regulations and translating them into understandable training content.
  • ABILITY TO: ● Effectively coach and mentor employees in a technical, hands-on environment. ● Analyze, interpret, and apply complex technical and legal information. ● Build and maintain positive working relationships with diverse groups.
  • Valid Driver's License
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

  • Five or more years of experience in the investigation and enforcement of weights and measures programs.
  • Prior experience developing and delivering technical training or serving as a field training officer.
  • Possession of one or more National Conference on Weights and Measures (NCWM) professional certifications.

Responsibilities

  • Design and develop comprehensive training curricula, field manuals, and Standard of Work (SOW) documents for all inspection and enforcement activities.
  • Deliver dynamic classroom, field, and virtual training to new and existing staff on topics including inspection techniques, legal procedures, and enforcement actions.
  • Evaluate the effectiveness of training programs through assessments and field observations, maintaining all official training records for compliance personnel.
  • Develop and conduct training workshops for external industry stakeholders to promote a clear understanding of regulatory compliance.
  • Serve as the subject matter expert on inspection procedures and technical requirements, providing guidance to both staff and management.
