About The Position

Manage employee development for all Department employees by ensuring training opportunities that are essential to Department jobs and to the success of the Department as a whole.

Requirements

  • Bachelor’s Degree in Human Resources Management, Business or Public Administration, Education, Communications or related field.
  • Five (5) years of progressively responsible professional experience in training and development of secretarial, technical, supervisory and management staff.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint, with a strong ability to create visually engaging content-rich presentations tailored to adult learners.
  • Experience with virtual platforms such as Teams and WebEx for webinars.
  • Familiarity with e-Learning authoring tools such as Adobe Captivate, Articulate Storyline, or similar platforms used to create interactive and engaging web-based training content.
  • Demonstrated experience in applying adult learning principles in the design and delivery of training programs.
  • Familiarity with adult learning theory, instructional design models (e.g., ADDIE)
  • Exceptionally organized, innovative, and detail-oriented, with a proven ability to manage complex projects and deliver high-quality outcomes under tight deadlines.
  • Skilled in managing multifaceted operational details with precision and accuracy, ensuring seamless execution across diverse training initiatives.
  • Proficient in evaluating and analyzing departmental training programs, identifying gaps, measuring effectiveness, and recommending data-driven improvements to enhance learning outcomes.
  • Continuously engaged in professional development, maintaining up-to-date knowledge of emerging trends, technologies, and best practices in adult learning and organizational training.
  • Demonstrated excellence in customer service, with a strong commitment to responsiveness, empathy, and stakeholder satisfaction across all levels of the organization.
  • Outstanding written and verbal communication skills, capable of conveying complex information clearly and persuasively to internal staff, external trainers, consultants, and the public.
  • Adept at building and sustaining collaborative relationships with local, state, and federal agencies, educational institutions, community organizations, and professional networks.
  • Experienced in designing, planning, and facilitating training programs for diverse audiences, including frontline staff, supervisors, and executive leadership.
  • Strong judgment and initiative in interpreting and applying departmental and divisional policies, ensuring consistency, compliance, and strategic alignment.
  • Willing and able to travel statewide on a regular basis, including overnight stays approximately two to three times per month, to support training delivery and other projects.

Nice To Haves

  • Preferred certifications in Extended DISC, Emotional Intelligence (EQ-i.20), Franklin Covey programs (7 Habits of Highly Effective People), and Situational Leadership.
  • Membership with various organizations and committees such as Association of Talent Development (ATD), American Society for Training and Development (ASTD) etc. is desirable.

Responsibilities

  • Lead the design, implementation, and facilitation of internal training programs, including curriculum development tailored to departmental priorities and workplace competency gaps.
  • Oversee the planning and execution of external training initiatives, ensuring alignment with the department's professional budget and strategic initiatives.
  • Evaluate training effectiveness through feedback mechanisms, performance measurements, and continuous improvement strategies.
  • Monitor and manage all training activities in the Employee Development Unit (EDU), including: Contract negotiation and coordinations of external vendors Leadership Development Rule (LDR) reports and post-training evaluations Oversight and management of the Learning Management System (LMS) Oversight of Linkedin Learning and FranklinCovey All Access Pass (AAP)
  • Provide coaching and mentorship to internal staff trainings and work teams (use DISC and Emotional Intelligence assessments to foster better communication and performance management.
  • Serve as co-chair of the statewide Training & Development Working Group, collaborating with the Statewide Resource Management Training & Development Coordinator to drive interagency collaboration and learning strategies.
  • Manage the Employee Development Unit (EDU) program budget, ensuring efficient allocation of resources and cost-effective training solutions.
  • Provide strategic oversight of key learning platforms and tools (Captivate, Adobe Pro, Canva).
  • Supervise and support a dynamic team consisting of one full-time Training Specialist, one part-time Training Specialist, and one Administrative Assistant.
  • Other duties, as assigned.
