About The Position

The Division of Emergency Management is hiring a Training Development Specialist II that develops, conducts, and evaluates training programs. Job duties include but are not limited to the following: Develop, deliver and assess material, courses, presentations and manuals specific to exercises for which the division supports. Work in conjunction with locals, state partners, Federal Emergency Management Agency (FEMA) and other stakeholders to produce exercises which help to better prepare the Commonwealth. Arrange in-person training, multimedia offerings, workshops and conferences and other suitable venues to ensure maximum access to training for grant sub-recipients. Obtain and maintain subject matter awareness of federal and state program requirements, policies, procedures, regulations and statues to ensure exercises are executed completely and accurately. Assess effectiveness of exercise deliveries and materials to ensure desired outcomes. Ensure evaluations of exercise are conducted accurately and after action plans are carried out. Support and fill a role within the Commonwealth Emergency Operations Center during activation, exercises or planning activations.

Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree.
  • EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in planning, coordinating, or conducting staff development and training courses, personnel administration or teaching, or professional experience in providing or administering human services or governmental programs.
  • Substitute EDUCATION for EXPERIENCE: Graduate study in psychometrics, industrial relations, psychology, statistics, education, or a related field will substitute for the required experience on a year-for-year basis.
  • Substitute EXPERIENCE for EDUCATION: Additional experience in the above areas will substitute for the required education on the basis of one year of experience for two years of education. Current or prior military experience will substitute for the required college on a year-for-year basis.
