About The Position

Under direction, supervises, assigns, reviews, and participates in the work of staff responsible for the operations and maintenance of traffic control systems and equipment; manages traffic management center; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility. Work requires limited supervision and the use of independent judgment and discretion.

Requirements

  • Strong knowledge of operations, services, and activities of a traffic signal maintenance, installation, and repair program.
  • Strong knowledge of principles and practices of electronics as applied to traffic control devices.
  • Knowledge of theories and applications of electronics.
  • Knowledge of materials, methods, techniques, and equipment used in the installation, maintenance, and repair of electric and electronic traffic control devices.
  • Knowledge of operational characteristics of computerized traffic control systems.
  • Knowledge of fiber Optics communications networks.
  • Knowledge of modern and complex principles and practices of electronic system design and operations.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of principles and procedures of record keeping.
  • Knowledge of office procedures, methods, and equipment including computers and applicable software applications.
  • Knowledge of pertinent federal, state and local laws, codes and regulations.
  • Ability to coordinate and direct a traffic signal maintenance, installation, and repair program.
  • Ability to supervise, organize, and review the work of traffic signal staff.
  • Ability to select, train, and evaluate staff.
  • Ability to recommend and implement goals, objectives, policies and procedures for providing traffic signal, maintenance, installation, and repair activities.
  • Ability to understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Strong understanding and ability to interpret and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
  • Ability to prepare clear and concise reports.
  • Ability to maintain, repair, modify, and fabricate traffic control systems.
  • Ability to read and interpret schematics, construction drawings, and diagrams.
  • Ability to monitor and operate computerized traffic signal controls.
  • Ability to operate a variety of electronic repair and heavy equipment.
  • Strong communication skills and ability to respond to requests and inquiries from the public.
  • Strong safety compliance skills and ability to ensure adherence to safe work practices.
  • Ability to operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Ability to plan and organize work to meet changing priorities and deadlines.
  • Ability to present and effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.
  • Strong teamwork skills and ability to work cooperatively with other departments, City officials, and outside agencies.
  • Ability to respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
  • Ability to work in a team-based environment to achieve common goals.
  • Ability to prioritize effectively and coordinate multiple projects and complex tasks simultaneously.
  • Must meet the physical requirements to safely and effectively perform the assigned duties.
  • Must communicate clearly and concisely, both orally and in writing.
  • Must establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to program and troubleshoot traffic department network, LAN/Man.
  • Ability to maintain core switch, field switches and all connected devices on the traffic department network.
  • Associate degree is required.
  • Minimum of fifteen years of related traffic signal timing, maintenance, and troubleshooting experience is required.
  • Minimum of two years of supervisory or management experience is required.
  • IMSA Level III Certification or obtain required certification within 12 months from hire.

Nice To Haves

  • Bachelors degree is preferred.
  • Work Zone Safety Certification is preferred.
  • OSHA Certification is strongly desired.
  • Equivalent combination of relevant training, education and experience will be considered.

Responsibilities

  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for the operations and maintenance on traffic control systems and equipment including but not limited to traffic signal cabinets, vehicle detectors, traffic signal controllers, and Intelligent Transportation System (ITS) components.
  • Establish schedules and methods for providing traffic signal maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Participate in the selection of traffic signal staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Perform the most technical and complex tasks of the work unit including performing programming of traffic signal equipment and software.
  • Inspect traffic signal installation procedures at new intersections; oversee proper cabinet activation procedures for City.
  • Inspect work in progress to ensure conformance with established specifications and standards.
  • Prepare productivity reports and maintain records and files of traffic signal repair and maintenance work performed.
  • Ensure adherence to safe work standards; enforce safety regulations and ensure that work sites are set up according to established safety procedures.
  • Maintain records concerning operations and programs; prepare reports on operations and activities.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of traffic signal maintenance and repair; incorporate new developments as appropriate into programs.
  • Investigates and resolves complaints and/or issues received from internal and external customers.
  • Monitors and maintains material and supply inventory to ensure efficient division operations. Procures materials and supplies.
  • Coordinates with other City and State departments.
  • Performs other duties as assigned.
  • Review traffic signal design plan, make recommendations when needed.
  • Design and calculate basic and coordinated traffic signal times.
  • Conduct traffic studies and make recommended time or pattern changes.
