About The Position

Under general supervision, the Traffic Signal Maintenance Technician performs skilled electrical and electronic work in the installation, maintenance, and repair of traffic signal and streetlight systems. This journey-level position is responsible for inspecting, troubleshooting, and repairing signal components and wiring, assisting with system upgrades, and supporting the safe, compliant, and efficient operation of traffic control infrastructure throughout the City. Employees independently diagnose and resolve a wide range of electrical and communication system issues, applying technical proficiency, safety awareness, and adherence to electrical codes. The role may include providing guidance or training to less experienced staff and participating in after-hours emergency response as needed. Requirements

  • High school diploma or GED equivalent, supplemented by coursework in basic electrical and electronics, and two (2) years of experience in electrical and/or traffic signal maintenance and street lighting.
  • International Municipal Signal Association (IMSA) Traffic Signal Certification Level I may be substituted for one (1) year of traffic signal maintenance experience.
  • Must possess a valid California Class "C" driver's license upon hire and maintain it throughout employment with the City of Victorville.
  • Must obtain International Municipal Signal Association (IMSA) Traffic Signal Certification Level I within one (1) year of hire.
  • Federal, state, and local laws and standards governing traffic control and signal operations, including MUTCD, Caltrans, and Institute of Transportation Engineers (ITE) guidelines.
  • City policies, procedures, and traffic operations standards.
  • Principles and practices of electrical and electronic theory, including alternating current (AC) and direct current (DC) systems.
  • Methods, tools, and materials used in the installation, maintenance, and repair of traffic signal systems.
  • Components and operations of controllers, detectors, conflict monitors, load switches, and communications systems.
  • Electrical and communication wiring, splicing, and conduit installation techniques.
  • Traffic signal timing and coordination principles.
  • Preventive maintenance and troubleshooting methods for traffic control devices.
  • Occupational hazards and safety precautions related to electrical work, including lockout/tagout and arc-flash protection.
  • Modern office and field technology, including software, databases, and diagnostic tools.
  • English usage, spelling, grammar, punctuation, and applied mathematics.
  • Inspect, maintain, and repair traffic signal systems and associated electrical components.
  • Read and interpret blueprints, electrical schematics, signal diagrams, and plans.
  • Operate diagnostic tools, meters, and hand/power tools safely.
  • Exercise initiative, discretion, and judgment within established guidelines.
  • Identify electrical malfunctions and implement effective corrective actions.
  • Communicate clearly and effectively, both verbally and in writing.
  • Provide courteous and professional customer service.
  • Operate a personal computer and software for data entry and reporting.
  • Safely operate motorized vehicles and equipment, including bucket trucks, augers, and cranes.
  • Establish and maintain cooperative working relationships with City staff, other agencies, contractors, and the public.
  • Apply electrical and general workplace safety practices in compliance with City and Cal/OSHA standards.

Responsibilities

  • Perform preventive and corrective maintenance on traffic signal and streetlight systems, including inspection, cleaning, painting, and component replacement.
  • Clean and inspect signal cabinets; test, reset, or replace load switches, flashers, and relays as part of scheduled maintenance.
  • Inspect, test, and calibrate equipment using diagnostic software and testing instruments to ensure proper operation and timing.
  • Troubleshoot and repair electrical and electronic components of traffic signal systems, including controllers, detection loops, conflict monitors, and wiring systems.
  • Maintain and repair streetlight, parking lot, park-and-ride, and transit lighting systems, ensuring consistent illumination levels and electrical safety.
  • Inspect and maintain flashing beacons, pedestrian crossings, and school zone lighting systems.
  • Diagnose and repair underground electrical circuits, conduit systems, pull boxes, and wiring faults.
  • Install or modify signal system components, electrical conduit, and pedestals for upgrades or new construction projects under supervision.
  • Remove obsolete or damaged foundations and equipment in preparation for replacement or system modernization.
  • Maintain inventory of signal parts, lighting materials, and tools; prepare material requests and work orders as needed.
  • Prepare and maintain detailed records, maintenance logs, and service reports in digital and written formats.
  • Respond to after-hours emergencies, power outages, or collision-related damage to restore safe signal operation.
  • Manage access systems, including yard gates and intercom equipment, to support operational security.
  • Install seasonal decorations, banners, and event lighting throughout City facilities and corridors.
  • Follow all applicable electrical codes, safety standards, and traffic control procedures during field operations.
  • Safely operate City vehicles and equipment.
  • Perform other duties as assigned.
