About The Position

Parsons is hiring Traffic Incident Management Specialists to join a local team focused on developing innovative, practical solutions to enhance motorist safety in Georgia. This role involves leading incident management operations, applying proven Traffic Incident Management (TIM) strategies and quick clearance techniques to restore normal traffic flow safely and quickly. Specialists will coordinate closely with Traffic Management Center (TMC) staff and field responders for incident detection, verification, response, and clearance, and support real-time operational decisions for traffic management strategies. The position also entails managing the end-to-end delivery of field-based TIM projects, coordinating field crews and multidisciplinary teams, and conducting site visits for incident management infrastructure. A key aspect is building strong partnerships among transportation agencies, law enforcement, fire/EMS, towing/recovery, and local partners, facilitating TIM team meetings, and developing and delivering TIM training. Furthermore, the specialist will drive performance through data collection and analysis, identify opportunities for improvement, prepare performance reports, and ensure all field operations adhere to best practices in work zone safety, MUTCD, and agency standards. This role is part of Parsons' Critical Infrastructure team, contributing to projects that improve communities by promoting economic growth, enhancing mobility, and increasing sustainability and resiliency.

Requirements

  • 4-year degree in Criminal Justice, Transportation, emergency Management, Public Safety, or Business (or equivalent) OR 10+ years related work experience is required
  • 5+ years proven field operations experience in traffic incident management
  • 3 years in a leadership role at a field site
  • Experience in Emergency Response including Public Safety, Safety Service Patrol, or Wrecker Fleet Operation and Management
  • Proven ability to perform in a lead capacity
  • Excellent written and oral communications skills
  • Familiarity of industry practices and regulations are required
  • Strong communication skills
  • Certification/training in developing and providing training to traffic incident responders
  • Experience giving professional, formal presentations using PowerPoint or equivalent software
  • Experience working in a Windows-based environment; skills using Outlook, Word and Excel

Nice To Haves

  • Towing and first responder (police, fire, safety service patrol, etc.) experience is highly preferred.
  • Enrollment in PM certification program is preferred, but not required
  • FHWA Traffic Incident Management Responder Training (Train-the-Trainer is a plus).
  • Experience in or alongside a Traffic Management Center or Regional Operations Center.
  • Familiarity with ITS, ATMS/ATIS platforms, CAD integration, AVL, and incident management tools.
  • Experience using data analysis and visualization tools for performance monitoring and reporting.
  • Prior leadership of multi-agency TIM teams or regional TIM programs.

Responsibilities

  • Lead Incident Management Operations
  • Serve as a key field lead during major traffic incidents, special events, and high-impact work zones.
  • Apply proven TIM strategies and quick clearance techniques to restore normal traffic flow as safely and quickly as possible.
  • Coordinate closely with Traffic Management Center (TMC) staff and field responders for incident detection, verification, response, and clearance.
  • Support real-time operational decisions for lane closures, detours, DMS messaging, and other traffic management strategies.
  • Lead after-action reviews to capture lessons learned and implement continuous improvements.
  • Manage end-to-end delivery of field-based TIM projects, from planning through execution and closeout.
  • Develop and manage project scope, schedule, budget, and risk for corridor improvements, new TIM deployments, and pilot initiatives.
  • Coordinate field crews, contractors, and multidisciplinary teams to safely deliver work on time and within budget.
  • Conduct site visits and field assessments for incident management infrastructure, including ITS devices, CCTV, DMS, and detection systems.
  • Act as a primary liaison among transportation agencies, law enforcement, fire/EMS, towing/recovery, and local partners.
  • Facilitate TIM team meetings, working groups, and multi-agency coordination sessions.
  • Develop and deliver practical, scenario-based TIM training, tabletop exercises, and field drills.
  • Help shape regional TIM programs, policies, standard operating guidelines, and interagency agreements.
  • Collect and analyze incident and operations data, including response and clearance times and secondary crash trends.
  • Identify patterns and opportunities to improve safety, reliability, and responder efficiency.
  • Prepare reports, dashboards, and presentations that clearly communicate performance to both technical and non-technical audiences.
  • Ensure all field operations reflect best practices in work zone safety and follow MUTCD and agency standards.
  • Champion responder safety, proper scene setup, and effective traffic control in the field.
  • Proactively identify and mitigate safety and operational risks.
  • Support quality assurance/quality control for TIM-related field work.
  • Track progress and prepare clear, concise project updates for leadership and client agencies.
