About The Position

Provide leadership and support to Regional Traffic Engineering Operations using assets, resources and best business practices to provide a safe and efficient transportation system through the usage of traffic control devices (signs, pavement marking and sign, roadway lighting). Ensure compliance with policies, procedures and laws governing traffic operations. Provide services expected to result in a transportation network which moves traffic efficiently, promptly and safely. Develop and manage workforce development, long-range strategic plans, organizational initiatives and budgets. How you will contribute: Accomplishment Tracking and Planning: Monitor maintenance spend plans. Conduct spend plan scenario analysis and expenditure projections. Assist in the development of annual spend plan. Capture, track and report work accomplishments. Coordinate and communicate with supervisors. Use data to identify future maintenance needs. Perform data analysis, assist in the development of the annual work plan, research maintenance needs and resources needed, and prepare reports. Communication: Promptly respond to inquiries by providing on-site, personal visits, researching and reviewing requested information and providing oral or written responses. Communicate with elected officials, citizens, or media regarding maintenance operation programs and issues. Investigate, resolve or diffuse conflict situations. Take administrative actions that result in a high level of credibility, public trust and good-will within the community. Deliver programs and services that assure customer needs are being met. Effectively interact with VDOT staff to ensure collaboration and communication to achieve Residency goals. Contract Management and Monitoring: Plan, develop, coordinate, monitor and prioritize contracts to accomplish work and to meet required time frames, cost limits, and customer expectations. Perform data collection and quality estimates as needed for development of maintenance contracts. Review maintenance contract proposals and make recommendations. Develop performance metrics ensuring contractor adherence to performance regarding contract specifications, timeframes, budget, completion of work orders, utilization of resources, quality control of end product and efficiency of operations. Coordinate with contract administrator during contract development and delivery. Customer Concerns: Investigate and respond to operations maintenance related concerns and complaints. Coordinate and communicate with others to identify or develop solutions. Maintenance Program Management: Assist in developing maintenance budget for pavement marking, sign crew and roadway lighting and monitoring budgets. Direct development of the maintenance program for signs, pavement markings, sign and roadway lighting. Develop plans based on specific type of work, location and estimated costs (dependent on inventories and condition assessments). Monitor work status on numerous projects and assignments to ensure progress and deadlines are met. Direct the overhead sign maintenance, repair and replacement program for region. Ensure sign inspection reports are reviewed and critical repairs are made immediately while scheduling routine non-critical repairs. Maintain repair tracking system. Work proactively to investigate, resolve, and diffuse conflict situations. Operations Maintenance Technical Support: Perform asset life cycle replacement planning for traffic control devices (signs, signals, signal components, pavement markings and messages, markers, shoulder and centerline rumble strips, etc.). Capture and maintain new and existing installation data for traffic control devices. Perform life cycle projection and cost estimating scenarios. Prepare written documentation and reports. Coordinate with Traffic Engineering Division on maintenance asset planning and needs. Residency Support: Support Residency Administrator by being aware of critical permits, volume and type within geographic area. Actively promote and encourage communication and collaboration across organizational boundaries. Signing Programs: Coordinate the Region's part in signing programs, such as Logo signing, Tourist Oriented Directional Signing, Supplemental Guide Signing, and General Motorist Services Signing. Direct activities related to new signing programs established by legislation on the interstate and primary safety corridors. Traffic Studies: Direct, conduct and evaluate traffic engineering studies using office resources, field data collections in the areas of pavement markings, signs, and sign and roadway lighting. Recommend and prepare correspondence based on data collected, historical trends, field engineering judgment and experience.

Requirements

  • Ability to develop and monitor service contracts.
  • Ability to develop and monitor various budgets and procurement activities.
  • Ability to effectively communicate with the general public, property owners, contractors and VDOT personnel.
  • Ability to plan and coordinate work schedule.
  • Ability to read roadway plans.
  • Ability to understand and apply safety standards and procedures for personnel in the operation of equipment and performance of work tasks.
  • Knowledge of business principles and practices as they relate to inventory and accounting systems.
  • Knowledge of federal and state roadway and transportation rules, regulations and policies.
  • Knowledge of traffic control device specifications, standards and policies.
  • Valid driver's license.

Nice To Haves

  • A combination of training, experience or education in Traffic Engineering, Traffic Management, Highway Design Principles or related field desired.
  • Ability to analyze needs, problems, identify solutions, project consequences of proposed actions and implement recommendations.
  • Experience in transportation systems, to include the application of traffic engineering, operations and maintenance related principles, practices and procedures.
  • Knowledge of engineering and construction technology to effectively oversee and administer residency maintenance and operation programs and workforce development.
  • Leadership, management and interpersonal skills in a transportation operations or maintenance environment.
  • Skill in organizing, managing and supervising large and complex groups of people and assignments.
  • VDOT certification in pavement marking inspection.
