About The Position

The Trade Compliance Manager is responsible for the overall company trade compliance strategy, activities, and requirements for Pharmaceutical imports, exports, and trade regulations. This individual will ensure Regional Compliance with all applicable company policies, Customs and other government agency regulations while managing the expeditious flow of international trade. This role will be the global subject matter expert on all matters regarding Trade Compliance and the key decision maker on issues regarding Trade Compliance within the US and other regions. The Trade Compliance Manager operates in full compliance with applicable hygiene, safety, quality, and regulatory standards, and in alignment with the organization’s framework, company’s procedures, and the defined scope of responsibility the role is accountable for.

Requirements

  • Bachelor’s Degree in Supply Chain, International Business, Finance or similar and seven plus years global trade compliance experience in the Pharmaceutical industry.
  • Customs Broker License and/or similar professional trade certifications.
  • Expert knowledge of Customs Regulations, FDA importing regulations, EAR & Census Trade requirements.
  • Strong import/export classification, free trade agreement qualification, and training skills.
  • Ability to endure prolonged periods of sitting or standing.
  • Requires visual acuity to review documentation and electronic data.
  • Must be able to wear all necessary Personal Protective Equipment (PPE) required for entering various areas of the facility.
  • Safely lift up to 25lbs.
  • Ability to read and understand military time required.
  • Ability to influence internal and external partners without direct authority utilizing excellent collaboration skills.
  • Ability to interpret, solve and manage complex problems and activities with limited direction.
  • Strong analytical skills, critical thinking, and problem solving with experience in risk management processes and gap analysis.
  • Efficient organizational and planning skills.
  • Attention to detail and commitment to data integrity (ALCOA principles).

Nice To Haves

  • SAP experience and strong ability with Microsoft suite <excel, power point, pwr BI.
  • Work experience at a customs broker or a freight forwarder.
  • Experience working with Global Trade Management Software (e.g., Tradeflow).
  • Experience managing Logistics Service Providers and/or Compliance Consultants.

Responsibilities

  • Determine tariff classification, country of origin, ECCN, and value information declared to Customs authorities and maintain product database.
  • Manage compliance with trade preferential and duty drawback programs (when applicable).
  • Submit and monitor import permit/license applications as needed.
  • Support daily import/export shipment clearance operations.
  • Ensure all Importer Security Filing (ISF) for inbound ocean freight are submitted by the customs broker accurately and timely.
  • Audit documents to ensure import/export shipments utilize the correct information on the shipping and entry documentation and prepare Customs reconciliations.
  • Audit and manage import and export recordkeeping and retention practices to ensure compliance with corporate policy and regulations of all government agencies.
  • Perform pre and post entry audits related to entry declaration, service providers, and suppliers and follow up with appropriate corrective action and make corrections when non-compliance is identified.
  • Responsible for Post Entry Amendment program.
  • Manage import and export service providers by defined metrics, lead and follow up with documented corrective action related to monthly brokerage metrics reports.
  • Respond to government inquiries with accurate information in a timely and professional manner.
  • Provide assistance with export documentation to facilitate timely shipment and export of parts, materials and products.
  • Monitor all U.S. and Canada export shipments for compliance, end use statements, embargos, anti-boycott, review denied party hits, remove holds, etc.
  • Provide assistance to company sites, suppliers, and Customers in the continuous improvement of their compliance functions.
  • Serve as the primary Foreign Trade Zone (FTZ) administrator for the U.S., acting as the main point of contact with U.S. Customs and coordinate and submit required annual reports and participate in quarterly Board meetings.
  • Assist, maintain, and communicate CMDS Manuals, policies and procedures, and trade compliance guidelines.
  • Conduct and report findings of internal risk assessments and follow-up with Compliance Improvement Plans.
  • Provide training to other functional groups on import/export requirements.
  • Assist in global and/or regional compliance projects/programs.
  • Access the US Customs portal and create documents to support ACH and other reporting requirements.
  • Perform other duties as assigned by management
  • Oversee and communicate across organization to ensure sound divisional understanding, cooperation, and consistency in execution of all import-export related compliance policies and procedures.
  • Serve as technical resource supporting the resolution of import and export transactional compliance issues, which may include investigating and analyzing and/or defining corrective measures on a transactional basis or broader level.
  • Periodically monitor / audit and use the results to evaluate effectiveness of the Corporate Compliance Program, make enhancements to the program as directed or as need arises.
  • Develop and work with operations or business area (i.e., Sales, Manufacturing, and Shipping) on remediation and corrective action to mitigate compliance risks or process & control gaps.
  • Perform other duties as assigned by management
