About The Position

SAS has an opening in our Accounting department for a Trade Compliance & Cross-Border Operations Manager. This role is responsible for ensuring compliance and control over cross-border operations between the U.S. and Mexico maquiladora facilities, as well as import activities for finished goods and raw materials. The position plays a critical role in maintaining accurate trade compliance, supporting operational execution, and ensuring alignment between customs documentation and financial records.

Requirements

  • Bachelor’s Degree in Business, Accounting, Supply Chain, or related field (or equivalent experience)
  • Experience working in maquiladora environments (IMMEX operations)
  • Hands-on experience with ACE (Automated Commercial Environment) and AceSuite systems to analyze trade data and support reporting
  • Experience working with customs brokers and international trade operations
  • Experience with CBP reconciliation filings and reporting requirements
  • Strong understanding of import/export processes and documentation
  • Proficiency in Microsoft Office (Excel required)
  • Ability to work independently in a fast-paced environment
  • Bilingual (Spanish)
  • Strong knowledge of U.S. Customs regulations (CBP) and cross-border trade compliance
  • Understanding of maquiladora operations and Mexico trade regulations (IMMEX)
  • Strong analytical and problem-solving skills
  • High attention to detail and accuracy
  • Effective communication skills (written and verbal)
  • Ability to work cross-functionally with operations, logistics, and finance teams

  • Experience with ERP systems (D365 or similar)
  • Experience with inventory reconciliation and cross-border operations
  • Exposure to duty optimization programs (FTA, drawback, etc.)

Responsibilities

  • Coordinate and monitor temporary import/export transactions (pedimentos) between U.S. operations and maquiladora facilities in Mexico
  • Ensure compliance with IMMEX program requirements, including Annex 24 (inventory control) and Annex 31 (VAT/IEPS reporting)
  • Track and reconcile materials sent to and returned from Mexico (WIP, subassemblies, finished goods)
  • Coordinate with customs brokers to ensure accurate processing of non-sale cross-border transfers
  • Identify and resolve discrepancies between physical movements, customs documentation, and ERP records
  • Manage import compliance for finished goods and raw materials into the U.S.
  • Determine and validate HTS classifications, country of origin, and duty applicability
  • Review customs entries for accuracy and coordinate corrections with brokers (including post-entry adjustments when needed)
  • Conduct duty and tariff analysis to support cost optimization
  • Maintain compliance with U.S. Customs (CBP) regulations and documentation requirements
  • Utilize ACE (Automated Commercial Environment) and SUIT to analyze trade data and support reporting
  • Ensure data integrity within ERP systems related to trade compliance (HTS, country of origin, valuation, etc.)
  • Develop, implement, and maintain trade compliance procedures and internal controls
  • Support internal and external audits (CBP or internal reviews) and ensure audit readiness
  • Ensure alignment between customs documentation and financial records (inventory valuation, landed cost, intercompany flows)
  • Support Finance in analyzing duties, freight, and landed cost components
  • Monitor and reconcile cross-border inventory movements (U.S. vs Mexico) and investigate variances
  • Review customs broker invoices for accuracy and proper cost allocation
