About The Position

Serves as the Texas Overdose Data to Action (TODA) Manager IV in the Injury Prevention Unit. Performs highly complex (senior-level) managerial work overseeing the TODA program. The TODA manager oversees expansion of this statewide program by establishing new partnerships, developing a statewide plan to address drug poisoning, managing new and existing contracts with drug poisoning prevention partners, and coordinates reporting to the Centers for Disease Control and Prevention (CDC). The manager provides leadership and technical guidance on performance management, data quality improvement, policy and procedure development, and other program operation, fiscal, and administrative management. The manager oversees drug poisoning program analyses and research studies. This position supervises State Unintentional Drug Overdose Reporting System (SUDORS) data abstractors and prevention staff members working to reduce Texas drug poisonings. Provides primary management of SUDORS including distribution of data collection work, ongoing development of a dissemination plan, overseeing the state toxicology reimbursement program, research on innovative methods, ensuring quality of data meets/ exceeds the standards set by CDC, and attending CDC SUDORS meetings. Provides oversight and support of the DSHS implemented prevention activities and coordination with the Health and Human Services Commission (HHSC) and other statewide drug poisoning prevention partners. The TODA manager reviews drug poisoning legislation and implements required changes within the Injury Prevention Unit. This position serves on the leadership team for the Injury Prevention Unit. This position works under limited supervision with moderate latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

  • Experience in grant and/or contract development and management.

Responsibilities

  • Monitor TODA grant reporting to the CDC, including developing annual applications, work plans and following all CDC grant requirements for reporting prevention and surveillance data.
  • Support evaluation plan development and ongoing evaluation of the program.
  • Develop, maintain, and improve relationships with drug poisoning prevention partners, justices of the peace (JP), medical examiners (ME), and other TODA stakeholders.
  • Implement and oversee the enhanced toxicology testing reimbursement program to increase data quality of toxicology reports by ME/ JP offices.
  • Plan, assign, and supervise TODA staff and establish TODA objectives and goals.
  • Oversee the TODA program and develop a statewide plan to address drug poisoning prevention in Texas.
  • Review drug poisoning legislation and agency needs and assess impacts to current programming.
  • Oversee the implementation of changes resulting from new legislation.
  • Oversee special investigations, program analyses, research studies, and internal audits.
  • Develop and maintain contracts with other state agencies, non-profits, academic institutions, and other organizations to meet CDC defined deliverables.
  • Regularly represent TODA at conferences, stakeholder calls, and annual recipient meetings.
  • Regularly assess contracts to ensure TODA goals are being met.
  • Actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
