About The Position

Tobacco Enforcement Officer receives training in conducting routine inspections and undercover observations of Baltimore City tobacco retailers for the public sale of tobacco products, issuing citations for noncompliant retailers, educating retailers on tobacco laws, and testifying at administrative hearings on tobacco sales made to underage youth. Work of this class involves supervising minors. Work is performed under the close supervision of a technical supervisor. Employees in this class work a conventional workweek including evening and weekend hours and on a 24-hour call back in case of emergencies. Work requires moderate physical exertion involving long periods of standing and walking.

Requirements

  • Graduation from an accredited high school or possession of a GED.
  • Have one year of experience in law enforcement and/or conducting investigations, preferred.
  • Have a valid Maryland Class C Non-Commercial driver’s license or an equivalent out-of-state driver’s license acceptable to the Office of Risk Management is required.
  • Successful completion of the city defensive driving training program.
  • Incumbent must have own vehicle to fulfill the job function for this position.
  • Those eligible who are under final consideration for appointment will be required to authorize the release of criminal conviction information.
  • Candidates must obtain and maintain a Commission from the Police Commissioner of the City of Baltimore as a Special Enforcement Officer within one year of appointment.
  • Failure to obtain or revocation of the Commission by the Police Commissioner is grounds for dismissal.
  • Be at least 21 years of age at the time of Commission
  • Satisfactorily pass a fingerprint and background investigation conducted by the Baltimore City Police Department.
  • Knowledge of tobacco laws, and related code violation investigative methods, techniques, practices and procedures
  • Knowledge of City, State and Federal environmental and related codes and regulations
  • Sill in conducting complex, sensitive or high-profile investigative interviews and eliciting cooperations of individuals and businesses.
  • Skill in comprehending, interpreting and applying rules, regulations and policies relevant to criminal and civil investigations.
  • Skill in testifying as an expert witness in court and defending findings
  • Ability to utilize sound judgement and remain calm under stressful situations
  • Basic computer skills
  • Ability to utilize photographic equipment to photograph and document evidence
  • Ability to prepare narrative reports
  • Strong communication skills and observational skills
  • Ability to work flexible hours and travel as needed
  • Ability to document findings accurately and submit reports in a timely manner
  • Familiarity with federal, state, and local tobacco control laws and regulations
  • Ability to work well with youth
  • Ability to work independently and as part of a team
  • Extremely well organized and detail oriented
