About The Position

Test Infrastructure Program Manager, Lead The Opportunity: Work closely with an integrated project team to manage, control, and deliver the project scope. Drive completion of engineering, supply chain, and assembly and test activities within a multifunctional team to an aggressive development timeline, while operating within project budget and resource allocations. Manage project risk and communicate risks appropriately to project stakeholders. Communicate program status to internal and external customer stakeholders as required and negotiate scope and resource to ensure program success. As a program and project management specialist, you know the complexities of supporting a project from concept to completion. Requirements

  • 8+ years of experience leading large-scale range modernization projects, including test and facility infrastructure new builds, modifications, and upgrades
  • 4+ years of experience delivering in a direct customer facing program management role
  • Experience managing cross-functional programs involving engineering, manufacturing, and supply chain
  • Experience with program planning, cost and schedule management, and risk management on $50M+ or larger program
  • Experience managing subcontractors, vendors, or external partners and writing and managing Statements of Work
  • Knowledge of wind tunnel facilities and ground test infrastructure
  • Ability to communicate effectively to all layers of an organization
  • Ability to obtain a Secret clearance
  • Bachelor's degree

Nice To Haves

  • 12+ years of experience leading large-scale range modernization projects, including test and facility infrastructure new builds or modifications
  • Experience with wind tunnel operations, including facility management, instrumentation, data acquisition systems, and model and test article integration
  • Experience with DoD or NASA test and evaluation processes, standards, and compliance frameworks, such as NASA and DoD T&E guidelines
  • Experience implementing digital engineering practices, model-based systems engineering (MBSE), or advanced simulation integration with physical testing
  • Experience with Earned Value Management Systems (EVMS) on large government programs
  • Experience supporting proposal development, capture efforts, or customer engagement in competitive environments
  • Ability to lead through ambiguity and drive alignment across highly technical stakeholders
  • Possession of excellent oral and written communication skills
  • Master’s degree in Aerospace Engineering, Systems Engineering, or equivalent technical degree
  • Project Management Professional (PMP) or equivalent certification
