ITA is seeking a Technical Surveillance Countermeasures (TSCM) Manager to join the team supporting the Department of State in Rosslyn, VA. Please note this opportunity is contingent upon successful contract award, expected Spring 2026. The Bureau of Diplomatic Security is responsible for the protection of U.S. personnel, official facilities, and residences in domestic and overseas locations. This team specifically supports the Technical Surveillance Countermeasures branch, responsible for electronic security, anti-eavesdropping, and protecting diplomatic facilities and personnel from technical threats globally, ensuring secure communications and facilities for U.S. diplomacy. The TSCM Manager manages a team of technicians conducting technical surveillance and countermeasures inspections to ensure clandestine devices have not been introduced into secure areas of Department of State domestic facilities. Receives requests and assigns tasks to ensure timely completion of inspections, oversees and tracks progress, and manages reporting. Acts as the TSCM subject matter expert for domestic facilities, providing advice and assistance on physical security, technical counter-surveillance, and risk management. Recommends and evaluates new detection equipment to enhance inspection processes and coordinates findings with Department of State and intelligence TSCM communities. Carries out security-related matters in accordance with Intelligence Community Directive 702 and other Department of State policies. Maintains knowledge of national security policies, Department of State physical, technical, and construction security standards, and ODNI procedures for conducting TSCM inspections. The TSCM Manager is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support inspection, reporting, and inventory requirements.
