About The Position

RSES provides specialized research, science, and engineering services that support NASA’s mission. Work includes cooperative activities with other contractors, NASA Centers, and Federal Agencies. Technical requirements are organized into 15 Technical Service Categories (TSC) that define services to be provided under both Core Mission Support (Core) and Indefinite Delivery/Indefinite Quantity (IDIQ) requirements. The Core provides discipline-oriented work that includes core technical services as determined by programs, projects, and implementing organizations. Core requirements use Technical Direction Notices (TDNs) as defined in the contract. In addition, requirements may be issued as IDIQ Task Orders (TOs) to accommodate programmatic uncertainty, and potential new work within the scope of this contract. [Ref. RSES PWS] The Technical Service Manager’s (TSM) role is integral to the success of the program and AMA. The TSM supports the Program Manager (and Deputy Program Manager) in the planning, direction, and coordination of assigned activities that ensure program goals and objectives are accomplished within contractual parameters. Depending upon the TSM’s experience, subject matter expertise, customer knowledge, and career goals, the TSM is assigned balanced and commensurate responsibility to perform programmatic duties as well as provide technical expertise and strategic vision relevant to assigned Technical Service Categories; collaborate with the Integration and Innovation Manager to formulate strategies that connect program technology initiatives with the customer’s overall strategic plan; and/or participate in the Tech Council, an organization of technical leaders who provide mentorship, stay abreast of trends and developments across technical disciplines, and drive knowledge sharing through technical forums. Responsibilities

  • Collaborate with the Program Manager, Deputy Program Manager, and Leadership Team to set program priorities and foster a productive and supportive work environment to achieve program goals, meet (and exceed) customer expectations, and ensure timely completion of milestones.
  • Leverage a thorough understanding of the NESC’s structure, mission, and technical framework to support enterprise-wide knowledge integration and effectively maintain a broad knowledge base across the NASA Enterprise.
  • Communicate, collaborate, build, and maintain strong relationships with customers (e.g., NASA’s CORs, Technical Service Leads) and serve as the key point-of-contact for all matters related to assigned TSCs.
  • Manage customer relationships, understand customer needs and goals, and promptly respond to emergent NESC customer requests while retaining a high degree of independence.
  • Oversee assigned TSC portfolio(s) and support the development and implementation of technical and workforce plans, including scope, schedules, budgets, resources, forecasts, and deliverables for TSC TDNs/TOs.
  • Be accountable for project performance and ensure that deliverables meet quality standards and customer specifications.
  • Monitor financial performance and participate in management reviews.
  • Manage relations between NASA requirements and assigned subcontractors.
  • Manage project risks; communicate and collaborate with customers and stakeholders in a timely and transparent manner.
  • Perform workforce management activities for assigned personnel, including employee engagement, staffing, retention, coaching, career development, and employee wellness activities (e.g., supervisor Team Leads and setting goals for the teams).
  • Ensure that personnel assignments and allocations to projects are well understood, managed, and future looking.
  • Proactively gather and incorporate customer feedback to improve outcomes and customer satisfaction.
  • Prepare and deliver reports, presentations, and documentation to customers, stakeholders, and senior management.
  • Identify and implement process improvements to enhance program efficiency and effectiveness.
  • Stay current with industry trends, best practices, and emerging technologies to drive innovation.
  • Promote cross-cutting technical innovation.
