About The Position

The Technical Quality & Compliance Program Manager serves as Lannon Stone’s single point of assurance for both aggregate product quality and environmental compliance. This role owns the systems, processes, and data that protect our customers, our reputation, and our permits. It is a senior, high-trust position with direct access to company ownership and cross-departmental decision-makers. This is not a rule-policing job. It is a system-building, risk-reduction, and culture-shaping leadership role. The right candidate replaces intuition-driven processes with durable, standardized systems and ensures that quality and compliance failures become rare, visible, and rapidly corrected. The company maintains a Responsibility & Priority Grid for this position, clearly defining decision rights, authority boundaries, and escalation paths.

Requirements

  • 3+ years in a lab, compliance, or quality control role in an industrial or construction environment (WisDOT and/or IDOT Aggregate Technician Certification preferred).
  • Typical hours: 6:00 AM – 4:30 PM, M–F, with some evening/weekend communication as needed.
  • Strong math, reading, and written communication skills (Spanish fluency a plus).
  • Proficiency with Microsoft Word, Excel, and Google Drive.
  • Valid driver’s license and clean driving record.
  • Must pass a pre-employment functional test, physical, and drug screen.
  • Punctual and reliable with excellent attendance.

Nice To Haves

  • WisDOT and/or IDOT Aggregate Technician Certification preferred.
  • Spanish fluency a plus

Responsibilities

  • Own all QC and environmental compliance programs end-to-end
  • Provide data and technical clarity to Sales, Production, Engineering, and regulators
  • Ensure zero missed inspections, permits, or regulatory deadlines
  • Establish durable systems that replace fragile, memory-dependent workflows
  • Maintain the company’s credibility with DOT, municipal regulators, major civil contractors, and strategic customers
  • Direct lab priorities and sampling urgency daily
  • Personally pulls samples from the field as needed
  • Personally runs samples in the lab
  • Set and enforce daily sampling priorities across sites; hold final authority on “test now” escalations
  • Oversee all QC testing, verification, documentation, and data integrity
  • Analyze test results, identify patterns, and escalate consecutive failures immediately
  • Ensure labs remain certified, clean, audit-ready, and compliant with WisDOT/IDOT standards
  • Maintain and continuously improve QC dashboards, SOPs, schedules, and training tools
  • Provide rapid, accurate technical information to sales team & customers during customer or DOT escalations
  • Oversee lab technicians and ensure testing discipline, accuracy, and communication standards
  • Own all environmental programs end-to-end, including: WPDES Stormwater Water withdrawals Spill prevention Air emissions and FID tracking Annual DNR submissions and renewals
  • Conduct monthly and quarterly inspections, audits, and reporting
  • Serve as primary contact for DNR and regulatory partners
  • Maintain compliance calendars, documentation systems, and dashboards
  • Ensure SPCC compliance and deliver annual refresher training
  • Deliver light, practical training—especially terminology, sampling methods, and situational awareness
  • Participate in morning meetings, audits, and reviews as a key influencer
  • Collaborate daily with Production, Sales, Engineering, and Customers
  • Normalize discipline, accuracy, and system reliability across teams
  • Provide clear explanations of QC and compliance decisions without relying on authority
  • Lead annual company wide environmental and compliance training
  • Build upon and reinforce a culture of safety
  • Model outstanding safety behavior across all sites
  • Ensure safe, orderly, compliant lab and office environments
  • Provide visitor and inspector safety briefings
