About The Position

Nightwing is looking for a Technical Program Manager (TPM) who will lead special projects, resulting in organizational change management initiatives across the organization, particularly in the context of mergers and acquisitions in support of the Chief Information Officer (CIO) Organization. This position is responsible for leading transformation efforts, facilitating integration processes, and ensuring our people, systems, and processes align with the strategic goals of the company while mitigating risks. The ideal candidate will have expertise in change management methodologies, strong interpersonal skills, and experience navigating organizational change during acquisitions. Additionally, the ideal candidate would have experience with transitioning and/or implementing ERP, HRIS, Payroll, and other enterprise level system applications, to strongly complement their program management experience in a regulated, federal government contracting environment. Requirements

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related technical field
  • 10+ years of experience in technical program or project management
  • Experience working with U.S. Government customers or within a federal contracting environment
  • Strong understanding of software development lifecycles (Agile, Scrum, Waterfall, or hybrid)
  • Ability to manage technical scope, schedule, and budget simultaneously
  • Excellent written and verbal communication skills

Nice To Haves

  • PMP, PgMP, or equivalent program management certification
  • Experience with cloud platforms (AWS, MS Azure)
  • Experience with Workday, Deltek Costpoint, Salesfore, M365
  • Experience with integration platform as a service frameworks
  • Familiarity with DevSecOps, cybersecurity frameworks, or systems engineering
  • Prior experience managing multi-million-dollar programs
  • Jira, Confluence, MS Project, or similar tools
  • Agile planning and reporting tools
  • Cloud, data, enterprise applications or infrastructure platforms relevant to project scope

Responsibilities

  • Lead end-to-end program/project execution across multiple technical workstreams
  • Collaborate with cross-functional teams to ensure seamless integration of acquired businesses into existing operations.
  • Support the harmonization of policies, processes, and systems while promoting a unified organizational experience.
  • Assist in establishing clear communication channels between acquired and parent entities to enhance visibility, transparency, and trust.
  • Lead cultural alignment initiatives to bridge gaps and create a shared sense of purpose between organizations.
  • Ensure compliance with federal acquisition regulations (FAR), security policies, and customer standards
  • Collaborate with CIO Org, including but not limited to cybersecurity, infrastructure cloud, network, data and enterprise applications teams to define technical solutions
  • Translate mission, business and functional requirements into technical requirements and implementation plans
  • Review technical designs, architectures, and deliverables for quality and alignment with objectives
  • Identify technical and transition risks and lead mitigation strategies
  • Lead cross-functional teams including engineers, analysts, and subcontractors
  • Coordinate with vendors and partners to ensure integration and delivery commitments are met
  • Mentor team members and promote best practices in program and project execution
