The Role Block's Cloud Economics team sits at the intersection of engineering strategy, financial stewardship, and operational decision‑making. Our work optimizes how Block allocates significant cloud investment and how engineering teams make tradeoffs between speed, reliability, and cost. As a Technical Program Manager you will play a critical role in defining how cloud spend is understood, forecasted, and optimized across Block's multi‑cloud environment. You will operate with high ownership in ambiguous problem spaces, forecast dynamic spend drivers, uncover second‑order effects of infrastructure and architectural decisions, and partner with engineering and finance leaders to influence both near‑term execution and long-term strategy. You will frame problems, develop hypotheses, and create new analytical approaches that help leaders answer critical questions on cloud investment. Your work will directly inform executive decision‑making and shape how thousands of engineers think about cloud usage and efficiency.

Requirements

  • Strong analytical skills, including SQL and data analysis
  • 5+ years of experience in FinOps, cloud cost analysis, financial analysis, or a related analytical role
  • Working knowledge of cloud platforms (e.g., AWS, GCP) and cloud billing models
  • Interest in applying AI/ML to analytics, forecasting, or automation
  • Experience with data visualization, scripting (e.g., Python), or infrastructure tooling
  • Exposure to large-scale or multi-cloud environments
  • Experience with cloud cost management and reporting tools
  • Familiarity with tagging, cost attribution, and usage-based pricing
  • Certifications in FinOps or cloud platforms
  • Analytical and detail-oriented, with a pragmatic problem-solving approach
  • Collaborative and comfortable working across teams with different priorities
  • Clear communicator who can tailor messages to different audiences
  • Curious and motivated to learn new tools and approaches

Responsibilities

  • Analyze cloud spend and usage across AWS, GCP, and related platforms to identify trends, anomalies, and optimization opportunities
  • Build and maintain forecasting and cost models that support business growth and financial planning
  • Partner with engineering teams to improve resource efficiency through rightsizing, commitment strategies, and better usage patterns
  • Develop and maintain tagging, cost allocation, and chargeback frameworks
  • Explore and apply AI/ML techniques to improve prediction, automation, and insight generation in cloud cost management
  • Work closely with engineering, finance, and procurement partners on optimization initiatives, budgets, vendor management
  • Identify cross-team opportunities to improve pricing, licensing, and cloud usage efficiency
  • Communicate insights and recommendations clearly to both technical and non-technical audiences
  • Translate complex billing and usage data into actionable insights and strategic recommendations
  • Build and maintain dashboards and automated reporting that highlight cloud efficiency, ROI, and FinOps maturity
  • Use automation and AI to streamline recurring analysis and reporting workflows
