Optum Advisory is seeking a Technical Product Manager with deep experience in HL7 / FHIR based interoperability, CMS driven healthcare programs, and complex delivery environments involving multiple stakeholders. This role sits at the intersection of product strategy, technical execution, and regulatory compliance, working closely with engineering, architecture, compliance, business, and client teams. This is a hands on technical product role-owning product definition, translating regulatory and business requirements into technical backlog, and driving execution across globally distributed teams. You’ll enjoy the flexibility to work remotely from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Requirements

  • 8+ years of experience in Product Management, Technical Product Management, or Business Systems roles within healthcare or regulated environments
  • 3+ years of hands on experience working with HL7 and FHIR based interoperability solutions
  • Demonstrated experience supporting CMS programs or CMS regulated healthcare initiatives
  • Experience working closely with engineering teams using Agile / Scrum delivery models
  • Demonstrated understanding of healthcare data flows, interoperability, APIs, and integration patterns
  • Proven ability to work with multiple stakeholder groups across business, technology, compliance, and external partners
  • Proven effective written and verbal communication skills, with the ability to explain complex technical topics to non technical audiences

Responsibilities

  • Own the product vision, roadmap, and backlog for healthcare interoperability and CMS related initiatives
  • Translate CMS regulations, policy changes, and business requirements into clear, prioritized product features and technical requirements
  • Define product success metrics aligned to compliance, scalability, performance, and business outcomes
  • Balance short term regulatory deadlines with long term platform and product scalability
  • Act as the primary interface between business, compliance, engineering, and architecture teams
  • Break down complex healthcare workflows into epics, features, and user stories with clear acceptance criteria
  • Drive detailed requirement definition for FHIR APIs, data exchange, consent, security, and downstream integrations
  • Review solution designs to ensure alignment with product intent, regulatory requirements, and enterprise standards
  • Lead product delivery for FHIR based APIs, data exchange services, and interoperability platforms
  • Ensure alignment with HL7 FHIR standards, implementation guides, and healthcare data models
  • Partner with architecture and engineering teams to support scalable, secure, and compliant data exchange patterns
  • Drive adoption of best practices for data quality, versioning, backward compatibility, and extensibility
  • Support CMS driven initiatives such as interoperability mandates, reporting programs, and compliance driven technology modernization
  • Collaborate with legal, compliance, and policy teams to interpret regulations and convert them into executable product requirements
  • Ensure product delivery aligns with CMS timelines, audit readiness, and documentation expectations
  • Work with multiple stakeholders including internal business leaders, compliance teams, external clients, vendors, and technology partners
  • Facilitate product reviews, backlog grooming, sprint planning, and roadmap discussions
  • Communicate product status, risks, dependencies, and tradeoffs clearly to executive and client audiences
  • Support global delivery teams (onshore/offshore) and ensure consistent product direction across workstreams
