About The Position

Technical Officer, Strategic Analytics and Process Optimization • Join us and help shape data-driven decisions that expand equitable access to vaccines, medicines, and health technologies across the Americas The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly motivated and analytical Technical Officer, Strategic Analytics and Process Optimization to support the Regional Revolving Funds (RRF) in strengthening evidence-based decision-making, optimizing end-to-end processes, and advancing innovative, scalable operational models that serve Member States. Embedded within a cross-functional Regional Revolving Funds team, the incumbent will play a central role in translating strategic analyses into operational improvements, supporting portfolio optimization, and enhancing affordability, availability, and resilience across procurement and supply-chain operations. Under the general supervision of the Executive Manager, Special Program, Regional Revolving Funds (RRF), and the direct supervision of the Chief, Strategic Fund for Public Health Supplies (RRF/SF), the selected candidate will:

Requirements

  • A bachelor’s degree in industrial/systems engineering, supply-chain/logistics, public health, business administration, or any other field related to the functions of the post, from a recognized university.
  • Five years of combined national and international experience in end-to-end supply- and value-chain management to improve access to health technologies for Member States, encompassing project management, monitoring & evaluation, administration, strategic planning, and process improvement in the public or private sector.
  • Very good knowledge of English or Spanish with a working knowledge of the other language.
  • Demonstrated advanced ability in BI (Power BI/Tableau), SQL and/or Python/R for analytics, cloud data warehouses, ERP/reporting (Workday), and master-data management expertise.
  • Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
  • Strong qualitative and quantitative analytical and research skills
  • Experience in demand forecasting, market analysis, and business case development
  • Ability to conduct scenario modeling and translate insights into management recommendations
  • Knowledge of pooled procurement, supply-chain, and market-shaping mechanisms
  • Experience in process mapping, reengineering, and automation
  • Ability to support change-management initiatives and stakeholder engagement
  • Strong professional writing and oral communication skills
  • Ability to work effectively in cross-functional and multicultural environments

Nice To Haves

  • Knowledge of French and/or Portuguese would be an asset.

Responsibilities

  • Coordinate and support demand and market analyses, as well as horizon scanning, to identify emerging health technologies and product classes suitable for RRF intervention.
  • Develop and conduct advanced modeling, scenario, and sensitivity analyses (pricing, lead times, demand, financing scenarios) to inform management decisions and market-shaping strategies.
  • Support the design and validation of performance frameworks, strategic KPIs, executive dashboards, and decision packages for senior management.
  • Review and reengineer end-to-end workflows across quantification, source-to-settle, and supply-chain management processes, identifying opportunities for automation and policy improvements.
  • Support change-management initiatives, including stakeholder engagement, communications, training, and adoption monitoring, to ensure sustainable uptake of new tools and practices.
  • Collaborate closely with operations, information, technical teams, and external partners to translate strategic insights into actionable and scalable solutions.
