About The Position

We are currently searching for a Technical Expert Panel Project Manager. The Technical Expert Panel Project Manager will lead and manage complex projects involving advanced record linkage methodologies, statistical analysis, and compliance with federal and NIH security standards. This role requires deep technical expertise, strong analytical capabilities, and proven project management experience. This is a full-time onsite position supporting the NIH office in Bethesda, MD. Oversee the implementation and optimization of probabilistic and deterministic record linkage methodologies, including point of interest (POI) and privacy-preserving record linkage (PPRL) techniques. Evaluate linkage accuracy using statistical metrics such as precision and recall and refine algorithms to improve performance. Ensure compliance with federal and NIH security policies, procedures, and standards throughout all project phases. Manage project scope, timelines, deliverables, and stakeholder communications. Coordinate with technical experts, analysts, and federal partners to ensure successful project execution.

Requirements

  • Bachelor's Degree in statistics, data science, computer science, or a related field.
  • A minimum of TWO (2) years' experience as a project manager on projects of comparable size and complexity.
  • Demonstrable and deep knowledge of record linkage methodologies (POI and PPRL).
  • Strong statistical and analytical expertise, with experience in linkage accuracy evaluation and algorithm development.
  • In-depth understanding of federal and NIH security frameworks.
  • Excellent communication skills, both verbal and written.

Nice To Haves

  • Project Management Professional (PMP) or equivalent certification preferred.
  • Experience working with federal agencies or health-related organizations.
