About The Position

Mayvin is seeking a Technical Capabilities SME III to provide senior technical leadership to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) and its Assistant Secretary of War for Mission Capabilities (ASW(MC)) Prototyping and Experiments (P&E) portfolio. The SME III leads cyber engineering, mission and systems engineering, prototype assessment, modeling and simulation, and technology protection activities across multi domain programs for OUSW (R+E). This position is pending contract award. Must be a U.S. Citizen. Must have a Top Secret / Sensitive Compartmented Information (TS/SCI) with SAP eligibility.

Requirements

  • Bachelor’s degree from an accredited college or university in computer science, Information Technology, cybersecurity, or related science or engineering field
  • Core Experience & Project Management: Minimum of fifteen (15) years of technical expertise related to cyber engineering and cyberspace test and evaluation with 10 years’ experience in project management
  • Technical & Operational Focus: Minimum of ten (10) years experience supporting the analysis, assessment, demonstration, testing, and/or experimentation of cyber capabilities
  • Demonstrated participation in the research, development, integration, and testing of innovative technologies for both offensive and defensive cyber.
  • System Evaluation & Validation: Minimum of ten (10) years experience evaluating and validating sensor system performance, effectiveness, and operational feasibility
  • Demonstrated experience in recommending assessments to determine system performance to risks
  • Compliance & Certification: Must meet certification requirements per applicable DoD Directives and DoD Instructions.
  • Must have relevant industry credentials such as: • Certified Information Systems Security Professional (CISSP) • Certified Information Security Manager (CISM) • Certified Information Systems Auditor (CISA) • CompTIA Advanced Security Practitioner (CASP+) • Offensive Security Certified Professional (OSCP) • Global Information Assurance Certifications (GIAC) • Certified Cloud Security Professional (CCSP)

Responsibilities

  • Plan and execute technical analysis for cyber capabilities, including offensive and defensive cyber, and validate performance using structured test and evaluation methods and high fidelity modeling and simulation
  • Lead end to end prototyping oversight roadmaps, technical reviews (System Requirements Review, System Functional Review, Test Readiness Review, Demonstration Readiness Review), and stakeholder integration to accelerate capability transition and scaling
  • Evaluate and validate sensor system performance, effectiveness, and operational feasibility; recommend assessment approaches to address system risks
  • Implement software and system architecture decisions and agile development/test practices in complex mission and system of systems environments
  • Execute technology and program protection (Program Protection Plans, Critical Program Information, Security Classification Guides), and system security engineering for software and hardware assurance; participate in red teaming to identify adversarial responses
  • Provide rapid surge support for reviews, site visits, demonstrations, tests, and exercises, including independent assessments and classified meeting capabilities
