About The Position

Tessera is seeking a knowledgeable and detail-oriented Technical Buyer to support procurement operations at Naval Base Kitsap, Bangor. This role is responsible for sourcing and purchasing specialized technical materials, equipment, and services to meet project and operational requirements. The Technical Buyer will manage vendor relationships, negotiate pricing and terms, and ensure timely delivery of high-quality products that comply with specifications, budget, and organizational standards. Requirements

  • Highschool Diploma/GED is .
  • Bachelor's degree in supply chain/engineering or closely related field.
  • Minimum 3 years' experience in Technical Buying; Equivalent combination of experience and education allowed.
  • A valid state driver’s license is with the ability to obtain and maintain coverage by Tessera’s insurance.

Responsibilities

  • Source, evaluate, and procure technical goods, components, and services in accordance with specifications, cost targets, and lead times.
  • Review engineering drawings, specifications, and bills of materials (BOMs) to determine procurement requirements.
  • Solicit quotations, analyze bids, and negotiate pricing, delivery terms, and payment conditions with suppliers.
  • Identify and develop relationships with qualified vendors and manufacturers.
  • Manage the purchase order (PO) lifecycle from creation to delivery, including tracking, expediting , and resolving any supply chain issues.
  • Maintain accurate procurement records, including cost data, supplier performance, and compliance documentation.
  • Ensure all procurement activities comply with company policies, quality standards, and applicable regulatory requirements.
  • Contribute to inventory planning and forecasting efforts, ensuring optimal stock levels of critical components.
  • Assist with cost reduction initiatives and sourcing strategies to improve efficiency and reduce spending .
  • Liaise with internal teams to confirm receipt and quality of delivered items.
