On the Human Health and Performance Contract 2 we are at the forefront of safeguarding astronaut health, ensuring human performance, and advancing technologies for human space exploration. We are seeking a Task Order Manager (TOM) for Crew and Thermal Systems Division (CTSD) Support at the NASA Johnson Space Center (JSC) in Houston, TX. In this role, you will serve as a manager assigned to the Human Health and Performance Contract 2 (HHPC2) Engineering Department management team supporting NASA’s Life Support Systems Branch (EC3). You will build and maintain trusted relationships with key customers, stakeholders, and employees. You will interface with the Engineering Department Manager, Subtask Leads, HHPC2s management at the Program and Department levels, NASA Division, Branch Management and Technical Monitors, KBR functional organization representatives, and other HHPCs TOMs. You will oversee all Task Order related products, including contribution to a portfolio of Level of Effort (LOE) and Cost Reimbursable (CR) subtasks; coordination of Task Order, Subcontract and Department level project status reporting; generating and approval of estimates, schedule management, processes management, Requests for Amendment (RFA) and Statements of Work (SOW) development. You will actively seek new work opportunities. You should have the ability to communicate difficult concepts and negotiate with others to influence decisions. You bring extensive experience in flight hardware development and design, mentoring engineers from disparate disciplines, and collaboration with peer managers. You rely on extensive experience and judgment to plan and accomplish goals. You bring a mature, professional judgment. Requirements

  • Bachelor’s degree in engineering or related field
  • 15+ years’ experience in the NASA/JSC environment or equivalent aerospace industry experience
  • 5+ years’ experience in leading a multi-discipline engineering team
  • 5+ years’ experience with the NASA Flight Hardware Development processes as outlined in EA-023, SA-WI-014, and/or NPR 7123.1
  • Demonstrated experience working projects in accordance with EA-023, Project Management for the Engineering Directorate and/or SA-WI-04, Project Management of Flight Hardware Developments
  • Exceptional problem-solving, analytical, and decision-making skills
  • Effective at handling multiple tasks; flexible and respond quickly and positively to change
  • Excellent communication skills, both verbal and written
  • Ability to interact across organizations and all levels of personnel
  • Demonstrated leadership qualities to inspire and build a culture of safety and quality

Nice To Haves

  • Familiarity with NASA contracts and processes desired
  • Experience leading a multi-disciplinary engineering team in complex flight hardware development desired
  • Familiarity with project management practices and working with Business Office/Program Office on financial challenges; PMP desired

Responsibilities

  • Directly interface, as an HHPC2 representative to NASA’s Engineering Directorate (EA), for all aspects of the Task Order
  • Oversee the day-to-day operations of the Task Order to meet the strategic direction and business objectives
  • Ensure that Task Order requirements and deliverables - as documented in the Task Order Statement of Work (SOW) - are completed on time and on budget
  • Lead SOW modification and RFA development efforts as required for annual Government Fiscal Year (GFY) timelines and new or changing work
  • Develop, maintain, and report on Task Order budgets that accurately reflect estimated and actual costs for planned requirements and deliverables
  • Collaborate with Functional Managers to determine needed personnel resources/skill sets, definition of job descriptions, creation of personnel requisitions, interviewing, and inputs to hiring decisions and performance evaluations
  • Direct the activities of the Task Order team based on priorities determined through collaboration with the NASA customer.
  • Interface with NASA EC3 Management to provide periodic status reports in required formats
  • Proactively identify risks at the TO level and provide oversight and management of project-level and institutional risks.
  • Serve as a voting member of the Engineering Department Risk and Opportunity Management Board
  • Serve as a member of the Engineering Department Engineering Leadership Team with tasks including but not limited to review of project documentation, employee training and mentorship, definition of project data management, and participating in process improvement activities
  • Applies change management practices to evaluate impacts, communicate adjustments, and implement process controls that minimize disruption and maintain project alignment
  • Facilitate cross project coordination and knowledge sharing
  • Ensure that deliverables meet all applicable KBR and NASA quality standards
