About The Position

Under supervision, performs human resources generalist activities in one or more of the hospital’s human resources programs such as: talent acquisition, employee benefits, classification and compensation. Distinguishing Characteristics: This position classification is responsible for coordinating recruitment activities for positions that are largely unique to the hospital, clinical, licensed and other healthcare staff. Essential Functions: Manages the recruiting functions for Kern Medical, resulting in successful candidate selection and retention. Researches, recommends and implements staffing and recruiting processes and programs to support “employer of choice” vision. Reviews and makes recommendations for improving employee orientation process and implements recommendations upon approval from management. Partners with hiring managers to determine staffing needs. Screens applications and resumes and interviews candidates; administers appropriate assessments; conducts reference and background checks. Makes recommendations for hire and delivers employment offers and tracks trends such as time to fill and acceptance rate. Identifies and attracts quality candidates by participating in career fairs, on-line job fairs, community network events, and social media venues. Works closely with the Compensation and Benefits Manager to provide market information on salary and benefits; makes recommendations for compensation and benefits program modifications. Helps facilitate on-boarding of new employees and contractors ; oversees new employee orientation. Works with Employee Health Coordinator to ensure all pre-employment requirements. Works with hiring managers to ensure compliance with all federal/state laws and regulations including Affirmative Action Plan compliance. Essential Functions (continued): Manages current candidate activity in the Applicant Tracking System (ATS). Manages application and resume file and retention according to company policy. Other Functions: Performs other job-related duties as required.

Requirements

Bachelor’s degree from an accredited college or university in Human Resource Management, Business Administration, Public Administration or a related field AND two (2) years of experience in human resources management.
OR Six (6) years of experience working in human resource management.
K nowledge of: The principles and practices in staffing and recruiting healthcare professionals, including nurse and physician recruitment; job specifications and benefits to provide candidates with accurate information; and effective communication and presentation skills for interviewing and negotiating with candidates at various levels, including executive staff.
Ability to: Match candidate experience, knowledge and education to the needs of the Hospital Authority recruiting efforts; work with the Director of Physician Recruitment as appropriate to assist with marketing of positions; write, compose and edit recruiting advertisements; analyze, prepare and present data in familiar formats, using statistics to illustrate points and justify decisions; work independently; drive initiatives; express ideas in individual and group settings; communicate effectively both verbally and in writing; establish and maintain effective working relationships at all levels; and collaborate with executive staff, physicians, and hospital employees.
If position responsibilities require driving a personal vehicle, then possession of a current valid California Driver’s License and adherence to the Kern County Hospital Authority Vehicle Use and Driving Standard Policy (ENG-EC-119) is required.
If position responsibilities require driving a vehicle owned, leased or rented by Kern Medical, then possession of a current valid California Driver’s license, a signed authorization for Release of Drivers Record Information and adherence to the Kern County Hospital Authority Vehicle Use and Driving Standard Policy (ENG-EC-119) is required.
