About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. The Department of Family and Protective Services (DFPS) Talent Acquisition Group (TAG) Manager performs highly complex (senior level) managerial work administering the daily operations and activities of the Department of Family and Protective Services (DFPS) Talent Acquisition Group (TAG) Manager oversees the Department of Family and Protective Services (DFPS) Talent Acquisition Group (TAG) regional team. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

  • Bachelor’s degree from an accredited four-year college or university.
  • Four years of full-time supervisory, managerial, or professional experience in business operations, administration, or a related function. Experience must include direct responsibility for analyzing administrative problems, interpreting complex written material, and coordinating diverse support services or program operations.

Responsibilities

  • Manages day-to-day activities of unit staff within a business function, division, or department.
  • Manages day-to-day activities of staff in a TAG regional team (s).
  • Oversees the daily operations and activities of the Workforce Development (WFD) talent acquisition regional team
  • Oversees and implements and monitors unit compliance with TAG and Workforce Development (WFD) policies and procedures. Identifies program issues and trends and develops recommendations for program and process improvements. Oversee and facilitates the training of new staff.
  • Provides technical guidance, consultation and monitoring to ensure unit compliance with talent acquisition, recruiting and WFD regulations, policies, and procedures.
  • Manages TAG unit work planning and scheduling, and establishes unit priorities, goals, objectives, guidelines, and rules.
  • Confers with executive management to develop strategic plans and long- and short-term goals for the department.
  • Serves as a liaison for TAG for internal and external stakeholders and external organizations and other agencies.
  • Represents TAG at meetings, workgroups, conferences, committees, panels, and other events as needed.
  • Develops and implements analyses, audits, studies, and projects to evaluate the effectiveness of TAG unit and program functions, processes, and policies.
  • Develops TAG unit budget requests, monitors expenditures, and makes budget recommendations.
  • Provides data and technical guidance in in coordination with Workforce Development Division leadership to manage TAG program resources and priorities.
  • Provides guidance and consultation regarding implementation of TAG policies and process improvements, and development and implementation of unit goals, guidelines, policies, and procedures.
  • Ensures TAG unit compliance with all applicable state and federal laws, regulations, and guidelines.
  • Develops and implements analyses, audits, studies, projects, and workgroups designed to evaluate the effectiveness of TAG unit processes and functions.
  • Oversees the development of reports, correspondence, special projects, summaries, plans, presentations, and other written materials to communicate TAG unit and program analyses, data and recommendations for changes or program improvements.
  • Oversees and implements unit workflow, productivity, and performance measures to meet organizational needs and program requirements.
  • Develops and implements quality assurance procedures, standards, and methodologies to assess compliance with TAG and WFD program policies and procedures.
  • Develops evaluation techniques to identify and implement TAG unit management strategies, activities, and process improvements.
  • Establishes reporting requirements for oversight of unit activities to ensure TAG and WFD program performance measures are met. Identifies and evaluates TAG unit trends and issues and recommends development and implementation of unit changes.
  • Monitors program functions to ensure TAG unit processes, policies, goals, and objectives are compliant with federal, state, and other required regulations, rules and standards, and support agency goals and objectives.
  • Provides technical expertise and guidance regarding questions related to the business function, division, or department.
  • Provides technical guidance regarding TAG policies, programs, procedures, and best practices.
  • Manages TAG recruiting staff providing consultation to internal and external stakeholders and agencies regarding TAG hiring program services, policies, and procedures
  • Reviews and analyzes legislation related to the hiring and background check activities.
  • Develops implementation plans for the agency’s hiring practices based on new legislation.
  • Hires, manages, and provides guidance and professional development for TAG unit staff.
  • Provides direct reports with work assignments, supervisory direction and information on responsibilities and work performance standards.
  • Develops work performance plans and conducts performance evaluations at least annually.
  • Oversees the development and advancement of TAG program staff through training and effective use of employee development plans.
  • Provides leadership to employees using a performance management strategy and development process to provide an overall framework that encourages employee contribution and includes goal setting and performance development planning.
  • Provides technical or guidance regarding hiring process to staff, management, or contractor.
  • Communicates technical and guidance related hiring process to HR management or contractor to resolve issues.
  • Provides advice or guidance on policy and hiring process to ensure adherence to agency policies, federal or state requirements.
