Systems Analyst V works under the direction of the Group Manager with extensive latitude for the use of initiative and independent judgment to analyze, develop and maintain complex LAN-based client-server software applications and systems for the program area. Acts as team technical leader to support and coordinate ongoing development, systems architecture, and maintenance of the State Agency components of the systems. Analyzes business and system architectural requirements; Prepares detailed procedures for solutions to problems as well as developing and maintaining software for auxiliary and support functions of the program area using 3rd/4th generation programming languages and relational database management theory and methodology. Resolves software and data transfer problems and identifies equipment configurations/architectures necessary for the development of new applications and systems. Documents the design, programs, architecture, and procedures relevant to the agency’s automated systems. Performs quality control measures for in-house programming efforts and provides technical assistance to programming personnel. Uses project tracking software to manage and report project resources and status. Maintains, identifies and supports security access controls according to stated policies and procedures. Participates effectively on cross-functional teams in a spirit of cooperation and flexibility. This position is classified as a full-time position (40 hours a week). Performs other duties as assigned.

Requirements

  • Knowledge of Public Health applications, LIMS, and of programming client/server and WEB applications.
  • Knowledge of agency programs and procedures and of the methods and equipment used in IT applications.
  • Knowledge of writing and revising program code in the appropriate system language.
  • Knowledge of security administration policies and procedures at a server and application level.
  • Knowledge of computer architecture, trends, technologies and best practices to enhance planning for system changes. Knowledge of Configuration Management Best Practices to support code deployment into production.
  • Knowledge of File Transfer Protocol (FTP) methods and services.
  • Knowledge of interoperability of operating systems and communication streams to and from various sources.
  • Knowledge of Systems Architecture tools and techniques.
  • Knowledge of streamlining methods, systems, and system operations’ timing and interconnectivity.
  • Knowledge of Security Protocols to detect and prevent unauthorized access to agency systems.
  • Skill in writing complex software/utility programs and queries for computer applications.
  • Skill in administering system security for systems, applications, and users.
  • Skill in analyzing existing systems and identifying new systems and services to improve operations.
  • Skill in supporting non-technical staff in the submission of claims, file transfers, and/or ongoing system issues.
  • Ability to analyze problems and develop solutions; to plan, schedule, coordinate, and evaluate work assignments; to perform detailed work accurately; to work effectively with others, and obtain and sustain the cooperation of others.

Responsibilities

  • Responsible for testing, and supporting highly complex applications to meet internal and external customer needs. This support includes analyzing production problems as described by the customer, systems analyst, and/or customer support staff, and problem-solving to keep the customers operational, as well as ongoing maintenance and enhancements to both software and hardware.
  • Prepares (and/or oversees the preparation of) detailed structured data flow analysis, plans, diagrams, verification of procedures, and relational database management designs to satisfy new software demands of the state and local agency’s automated systems operations. Performs the architectural design, review, and documentation of automated systems. Develops and maintains functional and technical specifications by preparing computer system diagrams, machine logic, flowcharts, and other descriptive material to be used for detailed coding of complex problems, programming specifications, and documentation. Assists trainers and technical support areas in the successful implementation of new software systems.
  • Evaluates existing and proposed computer applications to verify the business, system, and security requirements, ensuring legacy and new technology equipment configurations system architectural requirements, and business best practices are taken into account. Analyzes (or may supervise the analysis of) business processes, equipment, and techniques for applicability, reliability, efficiency, speed, cost, flexibility, and meeting customer needs. These duties include coordinating application interfaces with other sections within the Department, within the Agency as well as between State Agencies and with appropriate management coordination.
  • Serves as a technical team leader overseeing, training, mentoring, and coordinating the efforts of junior programming and database administrative staff. This includes providing them with programming specifications, reviewing their work, evaluating programming operations, techniques, and training needs, assisting them with technical consultations, advising in the selection of programming languages, supervising the development and architecture of automated systems, and ensuring the programming quality and adherence to DSHS standards. As a technical team leader, this position also: Serves as the source person for difficult questions and problems from less experienced coworkers, presents project updates to the supervisor, manager, or project manager, coordinates the team’s leave schedule, and makes recommendations regarding disciplinary or reward actions, coordinates assignments, ensures team members have necessary resources to accomplish assignments, notifies manager of workload problems. Reviews the work of staff to ensure quality and coordination, making certain production deadlines are met for in-house programming projects. Ensures that internally developed software is consistent with Agency and Department of Information (DIR) policies and standards. Develops expertise in a variety of programming tools to meet the needs of the Branch, including staying informed of the latest enhancements and programming techniques of assigned areas of responsibility.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
