About The Position

The Systems Analyst III (Network Architect) supports the Texas Health and Human Services Commission by leading the design and implementation of secure, scalable, and resilient network architectures for the TEDS project. This role focuses on hybrid and cloud networking strategies that integrate on -premises data center environments with AWS services. The position analyzes business objectives and technical requirements to develop network solutions that meet compliance, governance, and continuity standards. The candidate collaborates with cloud, security, and infrastructure teams to support cloud transformation initiatives and optimize enterprise network operations. This role operates within a hybrid work environment and supports mission -critical systems.

Requirements

  • 8 years of experience in network architecture across AWS and on -premises environments.
  • 8 years of experience with routing protocols such as BGP and OSPF, network segmentation, and firewall technologies.
  • 8 years of hands -on experience with hybrid connectivity solutions, including VPN, Direct Connect, and Transit Gateway.
  • 8 years of experience applying network security principles, including encryption, identity, and compliance frameworks.
  • 8 years of experience designing high availability, load balancing, and failover strategies.
  • 8 years of experience using network automation tools such as Terraform or Ansible and integrating with CI/CD pipelines.

Nice To Haves

  • 8 years of experience with multi -cloud networking across platforms such as Azure or GCP.
  • 8 years of experience with Zero Trust architecture and advanced security models.
  • 8 years of exposure to SD -WAN technologies and network observability tools (e.g., NetFlow, CloudWatch, Prometheus).
  • 8 years of experience applying cloud network cost optimization strategies.
  • Relevant certifications such as AWS Advanced Networking Specialty, Cisco CCNP/CCIE, or Azure Network Engineer Associate.

Responsibilities

  • Analyze business objectives, user requirements, and existing systems to design appropriate network solutions.
  • Architect and implement hybrid and multi -cloud connectivity between on -premises environments and AWS services.
  • Design secure, high -performance network architectures aligned with compliance, governance, and continuity requirements.
  • Develop and document network standards, governance models, and architectural best practices.
  • Collaborate with cloud, security, and infrastructure teams to support migrations and operational optimization.
  • Evaluate system capabilities, specifications, and limitations to determine feasibility of network changes.
  • Ensure routing, segmentation, and firewall policies align with enterprise architecture principles.
  • Design high availability, load balancing, and disaster recovery strategies for critical workloads.
  • Perform studies and cost/benefit analyses for alternative network solutions.
