The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems. The Systems Analyst 1 is responsible for the integration and support of a wide variety of business and technical systems. The Systems Analyst's role is pivotal in developing and managing solutions using Microsoft Power Apps, with a particular focus on Power BI, SharePoint Online, database management, and software development life cycle (SDLC). This role will bring a combination of strong technical expertise, problem-solving ability, and an understanding of enterprise asset management, and preferable experience working with Dynamics 365 Finance & Operations. The role also supports the long-term goals of the SJRA as a project team member with significant responsibility for the coordination and implementation of new enterprise application software always focusing on adding value to all processes. Performs day-to-day tasks associated with the operation of varied systems according to best practices and defined standards, including regular maintenance, configuration, installation and testing of systems and associated software. Performs initial troubleshooting and diagnosis of IT support tickets and resolves or escalates as appropriate. Gathers and documents business and functional requirements, documents business procedures and software environment to ensure that system requirements continue to support business needs; maintains accurate and up-to-date documentation. Facilitates and supports the integration of a wide variety of business and technical systems, that may include but are not limited to, ERP Systems, MS SharePoint both on premise and O365, CMMS systems, Timekeeping, MS SQL Server, Business Intelligence (BI) tools, and other business applications as adopted by the SJRA. Works directly with external technology vendors to manage internal software deployment, version releases and support issues. Acts as a technical liaison between computer systems users, vendors, and the IT Department. Provides systems-related project management support for departments and divisions of the River Authority. Designs, develops, and deploys custom solutions using Microsoft Power Apps with an emphasis on Power BI for data visualization, analysis, and reporting. Collaborates with business stakeholders to gather requirements, identify opportunities, and deliver innovative solutions leveraging Power Apps and other Microsoft technologies. Manages, maintains, and enhances SharePoint Online solutions to streamline workflows, manage documents, and integrate with other enterprise tools. Develops and maintains custom workflows that align with the enterprises's strategic goals, using Microsoft Power Platform and Visual Studio. Leverages Dynamics 365 Finance & Operations (D365 F&O) to provide solutions and integrate with Power Apps. Assists in the optimization of enterprise asset management solutions, leveraging technology to streamline processes and improve operational efficiency. This position is classified as secondary essential personnel. The individual holding this position will be required to work as required in (1) preparation for an emergency event and/or (2) during recovery from an emergency event as directed by their direct supervisor, Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.
