About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Our goal in offering these services is to ensure efficient, effective, and compliant business operations that enhance PNNL's scientific impact. This position is dedicated to system support within the Proposals, Contract & Acquisition Management and Oversight Organization within BSD.

Requirements

  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience

Nice To Haves

  • Experience with Oracle finance and procurement Enterprise Resource Planning solutions, including Oracle PeopleSoft and Oracle Fusion Cloud.
  • Experience in IT solution development and ability to interface with IT staff to communicate specific program needs.
  • Experience in contract concepts and principles, including contract formation, administration, and closeout.
  • Experience as a leader on a successful project team from conception to execution.
  • Possess strong analytical and communication skills, both verbal and written.
  • Understanding how tools and technology interface and integrate to ensure thorough review of processes, consideration to proposed changes, or potential downstream impacts to efficiently communicate risks and expectations for stakeholders.
  • Experience or through understanding of the acquisition process through procurement, contracts, business to business and procurement card types of acquisitions.

Responsibilities

  • Functionally manage procurement system and related infrastructure to ensure efficient daily operations, applying industry experience and specialized knowledge.
  • Interact and communicate with Information Technology (IT) staff. Business Services Directorate management and staff to assure contract systems remain operational and meet the needs of the organization and PNNL.
  • Plan and set priorities for acquisition system enhancement projects including documentation of requirements, development and scheduling of training, and development and execution of change management and written documentation.
  • Support the functional and technical implementation of PNNL’s procurement processes into Oracle Fusion Cloud Enterprise Resource Planning system, partnering with internal and external stakeholders and system integrators, ensuring alignment with BSD’s business objectives, policies, and contract management standards.
  • Maintain a flexible and adaptable attitude and the ability to pivot to support system changes that may occur while influencing resolution in a timely manner.
  • Communicate and document system issues to stakeholders and customers in a professional, empathetic manner.
  • Work on multiple tasks simultaneously while having the flexibility to redirect as priorities change and more urgent needs arise.
  • Work effectively in a team environment demonstrating a collaborative and professional attitude and approach to problem-solving.
  • Provide technical support to a wide range of customers, offering guidance and direction for a variety related systems and tools.
  • Thoroughly troubleshoot system issues, collaborate with IT and stakeholders providing resolution to anomalies, and drafting proposed changes for system enhancements.
