About The Position

Responsible for the development and maintenance of training programs associated with electric power system operations to assure operations personnel receive the training necessary to assure reliable system operation in accordance with North American Electric Reliability Corporation (NERC) and other applicable standards and regulations. Assures ongoing assessment of the competencies, skills and knowledge requirements associated with the operational positions in System Operations and arranges applicable training based upon assessed employee group and individual needs.  Assures operations personnel receive that training which is required by NERC Standards, and other applicable regulatory entities and is accountable for auditable compliance.

Requirements

  • Bachelor of Science Degree in Electrical Engineering, Technology or related area.
  • Five (5) years of experience in steam / electric power production, high voltage transmission operation or power system operations.
  • Experience as an instructor or trainer.
  • Two (2) years of similar experience may be substituted for each year of education.
  • NERC System Operator certification at the Balancing, Interchange, and Transmission Operator (BIT) level or higher, or ability to obtain it within sixty (60) days of employment.

Responsibilities

  • Based on job task analyses, NERC and other regulatory entities, develops initial and ongoing training requirements for the System Operator positions in conjunction and consultation with the Training Staff.
  • In coordination with the Training staff, develops SECI system operations criteria (knowledge, skills and competency) for qualification of System Operators in unsupervised operation of the SECI system.
  • Develops and maintains an overall training program for System Operator recertification (NERC).  Schedules all System Operators and NERC certified operations support staff for continuing education training and documents the Learning Activities as evidence of Standards compliance.
  • Develops annual System Operations training plan budgetary requirements and manages activities in accordance with the approved budget.
  • Supervises and provides work direction to Associate System Operators (developmental position) on the fundamentals of Power System Operation, NERC, FRCC, and SECI standards, policies and procedures, in the development of skills and knowledge as defined in the Associate System Operator job description and step progression program.
  • Provides instruction and prepares new System Operators and Associate System Operators for the NERC System Operator Certification examination.
  • In coordination with the Training Staff, sets learning objectives for On-the-Job Training and coordinates scheduling with the System Operator Supervisor and other applicable area supervision.
  • Continuously assesses new Associate System Operator (trainee) skills and makes recommendations to the Manager of Control Center Operations for release from the initial training program.
  • Develops and delivers training for new NERC, FRCC, or SECI standards or procedures and coordinates the development of supplemental training with SECI team members having “expert” knowledge of applicable System Operations areas.
  • Acquires outside subject matter expert services and training materials as necessary, within budgetary constraints.
  • Applies for NERC certified CEHs for all applicable training activities delivered.
  • In coordination with the Training Staff, develops and coordinates training scenarios and drills including emergency operations topics such as system restoration, emergency load shedding, etc.
  • Facilitates NERC Standards required training for support staff as required by the NERC CIP standards on physical and electronic cyber security.
  • Assures system operations personnel training is in auditable compliance with NERC and other applicable regulatory entity requirements.
  • Stays abreast of NERC and FRCC standards developments as well as regulatory requirements (such as OSHA) to assure system operations personnel are prepared for new and modified requirements.
  • Represents SECI on the FRCC System Operator Subcommittee.
  • Develops operational practices and procedures in conjunction with the Manager of Control Center Operations, Supervisor of System Operations and the System Operations Outage Coordinator and develops associated implementation training activities.
  • Oversee unplanned evolutions ensuring proper Lessons Learned are tracked, training evaluated and developed if required.
  • Performs other duties as applicable to the position or as assigned.
  • Performs NERC Compliance Program roles if/as designated in Seminole's Standard Ownership Matrix (SOM) including ongoing evidence retention in "audit-ready" form. You should also be familiar with Seminole's Enterprise Internal Compliance Program (ENT-GCD-RGC-EP-054) to further your understanding of Seminole's compliance program and your duties and responsibilities in the SOM.
