Summary of Duties: This position is responsible for developing and managing sustainability programs for the City of Salinas. The incumbent collaborates with stakeholders to develop resources and partnerships for sustainability programs. Serves as a liaison to City departments, Federal, State, and local agencies, and the public on a range of sustainability management topics and programs. Distinguishing Characteristics: This a single level job in the Public Works department. This position is distinguished from other positions in the department by its responsibility, knowledge, expertise, and skill regarding the management of sustainability programs for the City. Work of this class involves taking lead responsibility in planning, organizing, and implementing programs and activities. Supervision Received and Exercised: Reports to and receives direction from the Senior Civil Engineer in the Water, Waste, and Energy Division or Department Director designee. Exercises no supervision.

  • Oversees, manages, and monitors the City's solid waste program, urban sustainability programs and initiatives.
  • Provides planning, grant administration and other support for the urban forestry program.
  • Develops, reviews, and implements programs for solid waste management, renewable energy and conservation, and community design programs related to sustainability topics.
  • Coordinates the development of and oversees special projects related to sustainability initiatives.
  • Monitors franchise contracts.
  • Chairs solid waste committees and coordinates effective and professional service to City residents and businesses.
  • Provides recommendations and evaluations to policy makers regarding service and effectiveness.
  • Collaborates, engages, and acts as a liaison with other City departments, Federal, State, and local agencies, and with the public and community.
  • Provides expertise, resources, and general knowledge regarding the City's initiatives to lessen its impact on the environment and comply with governing regulations.
  • Drafts requests for proposals, interviews and selects consultants, conducts the bid process and awards contracts.
  • Tracks and manages project budgets and implementation schedules.
  • Conducts research, performs analysis, and provides recommendations for program plans and goals.
  • Remains engaged in related local and state sustainability issues.
  • Identifies funding opportunities for City sustainability initiatives, applies for grants, and administers funding.
  • Prepares, reviews, and presents various reports regarding the City's sustainability programs to City Council, boards, commissions, and committees.
  • Promotes the growth and sustainability of related programs including solid waste, recycling, energy conservation, environmental legislative analysis, grant research, and grant application.
  • May provide direction to or serve as a lead for lower-level staff, as assigned.
  • Performs other related duties as assigned.
  • Knowledge of: Principles and practices of sustainability management
  • Solid waste and recycling principles, practices, and program management
  • Sustainability principles and processes, urban design principles, and community facilitation skills
  • Public Administration, intergovernmental affairs, and public policy development
  • Principles of project and program management
  • Federal, State, and local regulations and laws; codes and ordinances related to solid waste, air quality, water resources and sustainability issues

  • College level English writing and grammar and professional written, oral, and graphic presentation techniques
  • Operation of personal computers with proficiency using Microsoft Office programs
  • Ability to: Interpret laws and plans related to sustainability management
  • Effectively organize tasks, plan time, and meet deadlines

  • Establish and maintain cooperative working relationships with City staff, other government agencies, and the public
  • Prepare concise, comprehensive and accurate written reports and correspondence
  • Communicate clearly, concisely, and effectively both orally and in writing

  • Understand related regulations, laws, ordinances, and codes
  • Education: Bachelor's degree from an accredited college or university with major course work in Urban Planning, Civil Engineering, Environmental Science/Engineering, Biology, Chemistry, Business, or a closely related field.
  • Experience: Four years of solid waste, environmental resource, sustainability program and/or related experience.
  • Two years working with a high level of independence in a related field of work.
  • Licenses and Certifications: A valid State of California Driver's License.
  • Master's degree is desirable.
