About The Position

The Supportive Housing Program Manager oversees services to support newly housed individuals to stabilize and thrive in Permanent Supportive Housing. Additionally, this role oversees the operations of the Coordinated Housing Access Team program. This dynamic position develops and overseas program operations with an emphasis on equity, individualized support, harm reduction, and connection to community. This position requires strong leadership and mentoring skills, creativity and passion to develop and support programing, and a commitment to helping vulnerable people succeed in housing. This is a full time, exempt, unrepresented position.

Requirements

  • Bachelor’s degree in a related field + 3 years of experience in social services (at least 1 year management preferred) -OR- 5 years of experience in social services (at least 2 years management preferred).
  • Demonstrated ability to manage programs.
  • Demonstrated ability to develop new programs, policies and procedures.
  • Demonstrated ability to operate programs in a manner that respects the dignity, rights and ability of participants.
  • Demonstrated ability to represent an organization in contacts with the media, community groups, funders and government agencies in a successful fashion.
  • Demonstrated ability to prepare reports and proposals, and to present such reports and proposals both verbally and in writing.
  • Demonstrated ability to meet contractual obligations.
  • Ability to identify and work effectively with property and building managers, developing positive long-term relationships.
  • Demonstrated ability to function as part of a management team.
  • Understanding of case management, chemical dependency and mental illness issues and problem-solving approaches.
  • Ability to provide mediation between agencies, participants, and property and building managers.
  • Up-to-date familiarity of community resources and services available to assist the homeless.
  • Demonstrated knowledge of domestic violence and sexual assault issues and resources.
  • Demonstrated knowledge of services available to assist the homeless.
  • Demonstrated knowledge of services available to assist veterans.
  • Excellent computer skills.
  • Demonstrated ability to use word processing, database, calendar, spreadsheet, e-mail, and Internet programs.

Responsibilities

  • Oversee operations of the supportive housing program including program design, polices, procedures, staff supervision and support, safety, and quality assurance.
  • Oversee and supervise operations of the CHAT program.
  • Responsible for assuring the quality and compliance of program operations.
  • Maintain CSH supportive housing certification and develop programming that aligns with CSH best practice.
  • Participate in CSH training and adopt quality improvement recommendations.
  • Supervise assigned program staff. Responsibilities include all personnel functions including hiring, training, performance appraisal, disciplinary actions, and separations.
  • Develop and implement programs, capacities, policies and procedures to meet the needs of Transition Projects participants and fulfill contract obligations.
  • Coordinate with other program managers to ensure that participant needs are met.
  • Ensure safety of work environment by monitoring facility needs and on-going monitoring and examination of safety procedures.
  • Participate in agency wide initiatives, training, and program planning. In particular, help guide the agency wide initiative to strengthen supportive housing in our community.
  • In coordination with Quality Assurance Manager, ensure that quarterly and other required reporting is completed in an accurate and timely manner.
  • Provide statistical and narrative reporting on demographics, services provided, and outcomes as needed.
  • As requested, assist with preparing budgets and overseeing expenditures for all programs under their supervision.
  • Attend Board meetings as requested and report on the state of the program.
  • Submit monthly program report to the Director of Housing Services for Board meetings.
  • As requested, participate in all-staff meetings, management meetings and retreats.
  • Assist in the oversight of volunteers.
  • Other duties as assigned.
  • Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  • Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  • Demonstrate reliability by being present for work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  • Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
  • Attend agency and program staff meetings.
