About The Position

The Network Supply Management Officer (VISN Chief Supply Officer (CSCO) serves as the senior logistics management expert for the Veterans Integrated Service Network (VISN) 9 and has overall program management responsibilities for the planning and execution of supply chain management. The CSCO advises the Network Director (ND) and senior network/medical center executives and staff on matters related to key aspects of supply chain operations and systems. As the Supply Management Officer, (VISN Chief Supply Chain Officer (CSCO) your duties and responsibilities will include but not limited to the following:

Responsibilities

  • Provides oversight, guidance, program management and leadership in the operations of their VISN, supported activities and all VISN facilities supply chain programs. This includes standardization of business processes, performance measurement/management, quality assurance/compliance, operating practices, and reporting within the VISN.
  • Accountable to the Network Director (SES), the VHA Chief Procurement & Supply Chain Officer (SES), and the Deputy Chief Supply Chain Officer (SES) for all VISN supply chain activities and will ensure compliance with supply chain regulations, directives and standard operating procedures.
  • Coordinates communication within the logistic community (within their network, between networks, and between their networks and VA/VHA).
  • Accountable to the VISN ND (SES), P&LO Chief Officer (SES), and the Executive Director OAL&C (SES) in the accomplishment of VA Supply chain performance goals. Direct VISN liaison with the OAL and P&LO.
  • Develop acquisition strategies to include requirements determination, concept development, conduct market research, analysis of alternatives, business case development, provide technical evaluation and final evaluation reports.
  • Manage and oversee delegated purchasing authority within the purchase card program for all clinical supply and equipment items.
  • Manage and oversee the delegated ordering authority within the ordering officer program.
  • Engage customers regularly and coordinates customer satisfaction surveys.
  • Keep local/national vendors and suppliers informed of VHA supply chain programs and business opportunities.
  • Participate in local and regional health care supply chain groups and seeking out best practices in the local private sector healthcare supply chain community.
  • Develop a formalized communication/education plan to consolidate/standardize common use products.
  • Performance measurement/management development (including statistical analysis, workload projections, and process management).
  • Monitors data systems for accuracy and integrity to ensure the data supporting management controls is correct and the improvements in cost, effectiveness and quality are accurately captured.
  • Monitors supply chain performance measures and initiates actions to address out of parameter metrics.
  • Identifies opportunities for performance improvement and establishes stretch goals as appropriate to achieve continuous improvement.
  • Establishes multi-years plans and performance goals for the VISN and SCM/supply chain organizational components.
  • Leads/directs continuous improvement initiatives using tools such as six sigma, lean, and theory of constraint management. Ensures best practices are disseminated as appropriate, utilizing continuous quality improvement principles and practices to reduce waste and improve efficiency.
  • Provide SCM/supply chain education and training opportunities for both supply chain staff and those performing SCM/supply chain functions outside of supply chain. Training includes SCM, Acquisition, Project/Program Management, information technology systems, and continuous quality improvement (CQI) models.
  • Reviews and approves medical center inventory management plans, and coordinates support to VBA and NCA activities supported by host medical centers.
  • Implementation and monitoring of current supply chain systems (GIP, AEMS/MERS, IFCAP, etc.) and the deployment of new SCM Programs, their future replacements, and enhancements to include Real Time Location System (RTLS) and other technologies.
  • Conduct supply chain audits, compliance reviews and program effectiveness/efficiency reviews of all VISN activities.
  • Other duties as assigned.
