About The Position

Advanced Technology Systems Company (ATSC) is seeking an experienced and highly strategic Senior Leader – Supply Chain to lead our integrated supply chain operations in Gilbert, AZ. This leader will oversee end‑to‑end supply chain functions, including sourcing, subcontract management, procurement, sales, inventory and operations (SIOP) planning, inventory management, supplier quality engineering, and supplier performance to ensure operational excellence across a portfolio of advanced technology products supporting defense and international programs. The Senior Leader – Supply Chain is responsible for establishing supply chain strategies, setting policies and standards, negotiating complex agreements, and developing long-term supplier partnerships that drive cost efficiency, quality, compliance, and on-time delivery. Working cross-functionally with Engineering, Program Management, Operations, Finance, and Business Development, this leader ensures alignment between supply chain capabilities and ATSC’s programmatic and financial objectives. This role requires deep familiarity with federal procurement regulations, complex hardware supply chains, and defense/government contracting environments (including DOW, DHS and FMS programs). The ideal candidate is both a strong strategic thinker and an empowered hands-on leader who can build high-performing teams and drive continuous improvement. Final position level will be commensurate with the selected candidate’s professional experience, work history, and qualifications.

Requirements

  • Bachelor’s degree required; Supply Chain Management or related field preferred.
  • Minimum of 10 years of progressive experience in strategic procurement or supply chain management, with at least 5 years in a leadership capacity.
  • Deep knowledge of federal procurement regulations (FAR/DFARS).
  • Proficiency in MS Office and ERP systems required; Costpoint expertise strongly preferred, especially in demand-driven material allocation.
  • Strong analytical, negotiation, communication, and organizational skills.
  • Ability to obtain a DoD Secret clearance (or current clearance preferred).

Nice To Haves

  • Experience supporting DoD and FMS procurement strongly preferred.
  • Costpoint expertise strongly preferred, especially in demand-driven material allocation.

Responsibilities

  • Lead the development and execution of enterprise-wide supply chain strategies that support business growth, cost optimization, and operational performance.
  • Establish policies, methodologies, and best practices for sourcing, supplier selection, sub-contract negotiation, and total cost of ownership analysis.
  • Build and maintain strong relationships with internal business partners to understand program demand, technical requirements, risks, and schedule drivers.
  • Partner with executive leadership to align supply chain strategies with financial goals and long-range operational planning.
  • Recruit, develop, mentor, and performance‑manage a high-performing supply chain team including buyers, planners, sourcing specialists, subcontract managers, and analysts.
  • Drive workforce development through coaching, clear performance objectives, individual development plans, and succession planning.
  • Collaborate with Human Resources on job design, hiring, onboarding, performance management, and disciplinary actions when needed.
  • Oversee strategic sourcing activities, including contract negotiation, supplier evaluation, vendor consolidation, cost structure analysis, and supplier performance management.
  • Serve as the escalation point for supplier performance issues, ensuring corrective actions and recovery plans meet program and customer expectations.
  • Ensure adherence to contract terms, regulatory requirements, termination dates, and compliance under FAR and DFARS.
  • Promote fair, ethical, and transparent engagement with ATSC’s supplier base.
  • Direct day‑to‑day activities across Purchasing, Materials Management, Inventory, Planning/SIOP, and Supplier Quality Engineering teams.
  • Set performance expectations and lead continuous improvement initiatives to enhance efficiency, speed, and alignment with program requirements.
  • Manage supply chain KPIs and develop dashboards for tracking quality, delivery, cost, inventory health, and supplier performance.
  • Support coordination with Program Management, Operations and Engineering to ensure supply chain readiness and flawless execution of program deliverables.
  • Lead the development of procurement strategies that meet program cost, schedule, and technical requirements.
  • Analyze business trends and financial metrics to identify risks, opportunities, and cost‑reduction initiatives.
  • Ensure alignment of supply chain processes with business development activities, including procurement strategies for subcontractors supporting proposals.
  • Maintain accurate and compliant supplier, procurement, and inventory data in ERP systems (Costpoint).
  • Oversee the creation of RFQs/RFPs, source selection documentation, sole-source justifications, best-value analyses, and commercial item determinations.
  • Ensure the organization has current data on supplier qualifications, lead times, performance ratings, capabilities, and risk assessments.
  • Ensure full compliance with FAR, DFARS, and applicable federal procurement regulations.
  • Support internal and external audits with complete, accurate, and compliant documentation.
  • Ensure subcontracting actions adhere to federal and customer requirements for DoD and FMS programs.
