About The Position

Under general direction from the Manager of Supply Chain Contracts, negotiate terms and conditions, and serves as the intermediary between the Office of General Counsel and Risk Management, and other affected departments. Responsible for monitoring changes to Arizona Board of Regents (ABOR), federal, state and university regulations and policies to ensure university compliance.

Requirements

  • Bachelor's degree and three (3) years of experience appropriate to the area of assignment/field; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.
  • Knowledge of complex procurement principles and practices.
  • In-depth knowledge of contract law.
  • Knowledge of Arizona Board of Regents (ABOR), University, State and Federal standards, regulations and guidelines.
  • Knowledge of contract terminology, writing and administration.
  • Knowledge of the practices and methods of contract review and techniques of file/record maintenance and control.
  • Knowledge of the principles of exemplary customer service demonstrated through actively listening, acknowledging, and responding to every inquiry; taking ownership and resolving each concern or problem as appropriate; exhibiting professionalism and expertise in every interaction and engaging in professional development to meet expectations for service excellence.
  • Skill in analyzing and interpreting complex documents.

Responsibilities

  • Responsible for preparing contracts, negotiating terms and conditions, and collaborating with university stakeholders and suppliers.
  • Initiates, negotiates and develops, monitors and audits complex contractual agreements for all campuses.
  • Reviews and provides guidance for direct reports who are reviewing contractual terms and conditions to ensure compliance with ABOR, federal, state and university regulations and policies.
  • Maintains current knowledge of University and ABOR directives that affect procurement contractual agreements and communicates to stakeholders.
  • Oversees maintenance of contract database ensuring that files are complete.
  • Reviews proposed, revised and current contracts for risk management, insurance, indemnification, and other pertinent issues to ensure adherence with contract requirements.
  • Designs and delivers in-house training to promote participation and understanding of the contract process.
  • With oversight, provides guidance and direction to improve contract legal compliance and risk management mitigation.
  • Works with procurement management and suppliers to resolve purchase order conflict in reference to terms and conditions.
  • Serves as a liaison with the Office of General Counsel (OGC), Risk Management, Suppliers, departments/units, and executive management for contract negotiations, agreements and procurement activities.
  • Provide oversight of staff to coordinate the activities and to ensure adherence with stated outcome, timeframes and standards.
  • Prepares reports, correspondence and documents as requested by senior management.
