About The Position

Develops and carries out long-range plans and specific projects to accomplish in-house technical training and development programs for Retired and Annuitant Pay personnel Evaluates and enhances the program through consideration of operating official's views, program information and analysis and statistical data Provides guidance and help to supervisors in planning job-related technical development activities Provides leadership, assistance, and technical guidance to all levels of management in evaluating the technical process and training results in terms of change in job performance and cost benefit Reviews and analyzes training regulations and policies in order to develop local training regulations, circulars, bulletins, and policy letters Reviews and recommends approval of all Retired and Annuitant Pay training courses and workshops Serves as a subject matter expert for Retired and Annuitant Pay training, and is often consulted by personnel about more complex casework Plans, manages and supervises the assigned branch or division staff which consists of administrative (GS-9 and 11) personnel

Requirements

  • Must be a U.S Citizen or National.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • Obtain/Maintain Financial Management Certification.

  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience is defined as: Developing and presenting Retired and Annuitant Pay training in a classroom setting. Evaluating training needs of Retired and Annuitant Pay personnel. Reviewing and recommending approval of all Retired and Annuitant Pay training courses and workshops.
  • Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
  • You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
