The Supervisor, Ancillary Service Management role is a key position within Ontario’s energy procurement ecosystem, contributing to resource adequacy program design, contract negotiations, and broader energy policy development. As part of the Resource and System Adequacy leadership team, the successful candidate will help guide major procurement initiatives that shape Ontario’s future energy landscape while overseeing the province’s ancillary service provider portfolio essential for grid reliability. The role requires strong leadership, organization, a positive mindset, and a willingness to learn; direct experience with IESO resource adequacy programs is helpful but not mandatory.

Requirements

• 4-year University Degree in engineering or business (commerce or economics) is preferred; environmental, science, political science and public policy related degrees with relevant experience will also be considered; post-graduate degree an asset
• 10–12 years of relevant work experience, including the period of adjustment on the job itself
• Demonstrable knowledge of the technical aspects of power generation and transmission, including traditional grid-connected resources, emerging technologies and distributed energy resources
• Demonstrable knowledge of the Ontario electricity sector, the electricity market and the underlying regulatory environment is essential
• Demonstrable project management knowledge and experience
• Demonstrable understanding of policy matters related to energy planning and procurement
• Understanding of the types of ancillary services and the roles they play in helping to maintain reliability
• Database/spreadsheet knowledge and skills (Excel required)
• Strong writing acumen and the ability to generate high quality reports
• Strong planning and coordinating skills to organize own priorities and workflow
• Ability to work effectively with end user and systems management staff

• Knowledge of financial matters underpinning power plant operation; financial modelling capability an asset

Responsibilities

• Ancillary service portfolio oversight – overseeing current contracted suppliers to ensure they are meeting their contractual obligations, including tracking outage activity, force majeure requests and periodic testing requirements such as annual black start tests.
• Ancillary service procurement design – oversee the design of any ancillary service procurement mechanisms, strategies and processes appropriate for the type of procurement (standard offer, auction, competitive RFP, negotiation) and the type of ancillary service being sought.
• Lead the development of procurement documents, including program rules, request for proposals, and contracts. Help manage internal and external legal teams in drafting documents
• Implement and execute procurement processes, ensuring that all obligations are fulfilled in accordance with procurement/contract requirements
• Lead contract negotiations with counterparties, ensuring IESO and rate payer interests are upheld and IESO’s reputation and professionalism are maintained
• Remain flexible and available to assist with other projects or procurement activities and perform other duties as required.
