This role is a part of Market and Sector Evolution with the Markets and Reliability Business Unit. This is a union job. The Supervisor will provide leadership and advanced analysis to support the evolution of Ontario's wholesale electricity market and broader energy sector and lead a team that develops evidence-based market design changes under the Market Evolution Framework (MEF), building on the foundations established through the Market Renewal Program (MRP) and Enabling Resources Program (ERP). In this role, you'll make a meaningful impact by contributing to the IESO team and supporting the electricity needs of the province:

Requirements

  • Advanced degree (Masters or PhD) in economics (especially with a utility or power system focus), management, engineering, public policy or related fields or equivalent experience
  • 10+ years of experience in progressive roles in power system economic analysis, energy policy, utility regulation, and/or other public policy areas
  • At least 7 years of experience in policy or strategy development, options analyses and implementation of organizational priorities
  • At least 4 years of experience in project management, requirements gathering and process or program design

Responsibilities

  • Lead market design projects across MEF priority focus areas, including distributed energy resources (DERs), distribution system operators (DSOs), demand flexibility (e.g., data centres, electric vehicles, hydrogen, and large loads), interties, storage, and operability services.
  • Oversee the end-to-end market design lifecycle from issue identification, options development, cost-benefits assessment, implementation approach, and post-decision implementation support.
  • Advise on, and actively participate in, policy and sector dialogue on the configuration of Ontario's future energy system, and translate policy direction into implementable market design, program, and/or process changes.
  • Monitor and interpret market, policy, regulatory, technology, and customer trends, using sector intelligence and jurisdictional learnings to identify emerging issues/opportunities and inform MEF priorities.
  • Supervise a team of subject matter experts, providing coaching and mentorship, setting performance expectations, and ensuring quality assurance of analysis and recommendations.
  • Support work planning, including identifying and prioritizing projects, allocating staff, managing timelines and budgets, and retaining/overseeing external consultants as needed.
  • Lead formal stakeholder engagement and consultation, including designing engagement approaches, chairing/overseeing working groups, presenting proposals and analysis, and ensuring feedback is considered and addressed transparently.
  • Represent the IESO as a senior market design authority, influencing internal leadership and external stakeholders through credible, evidence-based advice.
  • Support cross-functional teams across IESO teams where market design intersects with planning, procurement, operations, settlements, IT, and program delivery.
  • Produce and oversee decision-quality materials and presentations (e.g., briefing notes, issue papers, option assessments, white papers, reports) for executives and governance forums.
  • Perform other responsibilities consistent with the role as assigned.
