About The Position

ESSENTIAL DUTIES & RESPONSIBILITIES Oversees a team of Cost Estimators that focus on electric transmission line and substation cost estimate creation and maintenance. Coaches, mentors, trains, develops, motivates and supervises staff and contractors. Assigns and reviews work and appraises employees. Aid in creating tools and processes that follow AACE International and ASPE cost estimating guidelines. Oversee cost estimate SMEs participating in competitive bid projects. Orchestrate the structure and processes of a new cost estimating arm within the Project Controls department. Aid in the development and implementation of stage gates for monitoring and controlling costs on capital projects in the electric utility space. Maintain cost estimating tools including leading refinement efforts of information that is the basis of the tools foundation. Aid in the review and validation of cost assumptions while identifying and classifying potential risks. Work closely with Project Managers and Project Controls teams to align estimates with project scope and timelines. Leads "after the fact" project cost and schedule reviews for benchmarking and validation to help inform changes to future cost estimating or forecasting activities. Participates in Capital Committee meetings to aid project owners in the explanation and justification of project costs and variances. Aids in the development of project cost reports for management and external stakeholders. Aids in the development of policies, procedures, and tools to improve the monitoring and control of capital project costs. Aids in prioritizing department initiatives and setting department goals to align with corporate values and department needs. Aids and helps to oversee Capital Project Management System (CPMS) systems. Sponsors modifications to the software systems when necessary and monitors and drives implementation of the modifications when needed and approved. Attends meetings and training sessions to increase professional knowledge and skill; recommends training sessions to increase professional knowledge and skills for the group. REQUIREMENTS Bachelor's degree in Engineering, Construction Management, Project Management or relevant, equivalent experience and/or education; Degree in Business Administration preferred. Project Management Professional (PMP) certification preferred. Minimum of five (6) years of progressively responsible experience as an Engineer, Project Manager, Construction Manager or Cost Estimator; eight (8) years preferred. Experience with cost estimating and/or cost controls. Working knowledge of transmission electric utility system operations, planning, protection, design, project management, construction and/or maintenance functions. Intermediate knowledge of project scheduling and budgeting tools (for example, Microsoft Projects or Primavera). Intermediate knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint and Access). Demonstrated ability to understand Project Management, Project Controls, Supply Chain and Accounting software tools. Possess sound analytical problem-solving and documentation skills. Ability to communicate effectively both verbally and in writing with superiors and individuals inside and outside the Company. Ability to work cross functionally within the organization. Ability to multi-task and work under minimal supervision in a team environment. Applicants must be authorized to work in the United States for any employer. Requirements
