About The Position

The Supervisor of Contracts Administration supports the Project Execution organization by managing the full lifecycle of project-related contracts and ensuring compliance, accuracy, and timely administration throughout engineering, procurement, and construction phases. This role leads a team of contracts administrators and a conformance specialist who supports capital and expense project delivery, materials requisitioning, and change management. The ideal candidate brings strong leadership skills, deep contract management experience, and the ability to operate effectively in a fast-paced, cross-functional project delivery environment. This is a Houston-based office position with periodic travel to field locations, construction sites, and contractor facilities.

Requirements

  • 5–10 years of experience in contracts administration, contract management, procurement, or commercial operations.
  • 2–5 years of supervisory or leadership experience guiding teams or managing contracting processes.
  • Strong understanding of risk, compliance, and legal concepts.
  • Significant experience working with Legal, Supply Chain, Operations, Project Management, Finance & Accounting.
  • Strong communication, negotiation support, and analytical skills.
  • Industry-specific contract knowledge.
  • Proficiency with ERP and contract management systems.

Nice To Haves

  • Experience supporting multi-million-dollar capital projects in Houston’s energy sector.
  • Knowledge of project controls, estimating, and field execution workflows.
  • Certifications such as CPCM, CPSM, CCM, or PMI-CAPM/PMP.

Responsibilities

  • Contract Lifecycle Management (Engineering, Procurement & Construction)
  • Manage the end-to-end lifecycle for project-related contracts, including drafting, review, coordination with Legal, approval routing, and execution. Ensure all contracts adhere to corporate standards, regulatory requirements, and Project Execution governance. Monitor renewals, expirations, milestone commitments, and deliverable deadlines, ensuring timely action by stakeholders. Identify contractual risks and partner with Legal and Project Managers to recommend mitigation strategies. Drive standardization of contracting workflows and documents across projects to ensure consistency, accuracy, and control.
  • Cross-Functional Project Collaboration
  • Serve as the primary contract support resource for Project Execution. Interpret contract terms and advise Project Managers and Engineers. Lead or support negotiations on payment terms, change mechanisms, liquidated damages, insurance, bonds, warranties, and indemnities. Ensure alignment between contract terms and project budgets, schedules, risk profiles, and execution plan and participate in contractor reviews.
  • Project Support & Operational Excellence
  • Oversee the material requisition process to support project schedules, coordinating with Supply Chain and Logistics teams. Lead the design and ongoing optimization of SharePoint or other digital tools to track project contract status, RFIs, changes, notices, and document control. Develop KPIs and reporting dashboards for contract performance, cycle times, change order status, and other key metrics.
  • Leadership & Team Development
  • Supervise, mentor, and develop a team of contracts administrators and a conformance specialist. Assign workloads based on project complexity and deadlines; ensure timely support during peak construction periods. Establish clear performance metrics and development plans aligned with Project Execution priorities. Promote strong communication, accountability, and alignment between office, field, and contractor teams.
  • Construction-Phase Contract Administration
  • Maintain official contract files, logs, notices, and correspondence in compliance with audit and project requirements. Track and manage contractor RFIs, submittals, and formal inquiries; coordinate reviews with Project Execution to prevent schedule impacts and provide visibility.
  • Change Management (Cost, Scope, Schedule)
  • Manage the complete change order process, from identification through execution. Manage change logs to ensure the company is preserving its contractual rights, forecast and schedule exposure, and supports negotiations and claims. Partner with Project Controls to evaluate cost, scope, and schedule impacts. Prepare, process, route, and track change orders through final approval.
  • Financial & Compliance Oversight
  • Support review of contractor invoices to ensure alignment with contract terms, pay items, progress milestones, and required documentation. Work closely with Project Controls and inspection teams to validate quantities and progress. Identify and mitigate potential commercial risks, claims, or disputes. Act as the point person for internal and external contract compliance audits.
