About The Position

The Supervisor, CAD manages a team responsible for preparing record drawings (as-builts) and related documentation for water and sewer infrastructure projects. The role provides leadership, technical direction, and guidance to assigned staff; maintains and updates workflow standards, and ensures the quality, accuracy, and timely completion of all CAD-related work within the Permit Operations.

Requirements

  • Five (5) years progressive experience in record drawing (as-built) preparation or design drawing production in support of water and sewer linear and vertical infrastructure projects, including coordination with the GIS team for asset mapping.
  • Bachelor’s Degree in Civil Engineering or related engineering field, or the equivalent combination of education and experience, consisting of a high school diploma or General Educational Development (GED) certificate and nine (9) years progressive experience in record drawing (as-built) preparation or design drawing production in support of water and sewer linear and vertical infrastructure projects, including coordination with the GIS team for asset mapping
  • Demonstrated knowledge of utility design principles and practices including coordinate geometry, horizontal and vertical alignments, cross sections, earthwork, and other quantity calculations.
  • Demonstrated proficiency in Autodesk Civil 3D, AutoCAD, BIM 360 / Autodesk Docs, and Bluebeam Revu
  • Strong understanding of design and record drawing standards
  • Experience using Microsoft Access or other database management systems
  • Knowledge of drafting principles.
  • Knowledge of water and sewer design principles.
  • Knowledge of engineering and survey instruments (experience conducting field surveys is not required, but experience working closely with surveyors is preferred).
  • Ability to read and interpret technical standards and manuals.
  • Knowledge of mathematics including algebra, geometry, and trigonometry. Ability to perform technical calculations, analyze complex data, and prepare reports and recommendations based on those calculations and data.
  • Strong analytical, planning, interpersonal and organizational skills.
  • Exceptional attention to details.
  • Strong written and verbal communication, data management, and project management skills.
  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e., Word, Excel, email, etc.).
  • Completion of formal AutoCAD training courses and/or certification from a recognized learning institution
  • Must possess and maintain a valid Motor Vehicle Operating License

  • Field work may be subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures

Responsibilities

  • Oversees the preparation of record drawings (as-builts) for water and sewer infrastructure projects using AutoCAD, Autodesk Civil 3D, and related software applications.
  • Ensures the accuracy, consistency, and quality of CAD deliverables in accordance with established engineering and record drawing standards.
  • Prepares and finalizes record drawings (as-builts) based on red line drawings and field markups, ensuring all constructed conditions are accurately reflected and documented.
  • Provides technical guidance and support to staff involved in record drawing (as-built) preparation and CAD documentation.
  • Establishes, maintains, and enforces CAD standards and procedures to ensure quality, consistency, and compliance across all deliverables.
  • Supervises CAD technicians by overseeing hiring, training, workload distribution, performance management, and professional development.
  • Effectively manages time, priorities, and workload to ensure assignments and projects are completed accurately and in a timely manner.
  • Represents DC Water with professionalism and sound judgment, maintaining appropriate conduct and effective working relationships across diverse teams.
  • Provides clear, accurate, and diplomatic communication in all written and verbal correspondence, supporting effective coordination and decision-making.
  • Performs other related duties and projects assigned at the discretion of the immediate supervisor.
  • Provides daily planning and administration of the area of responsibility.
  • Participates in the selection, assignment, supervision, promotion, discipline, and training of personnel within the area of responsibility.
